The business is evolving to develop strong partnerships to realise a greener, more sustainable city through its properties, customers and people and is seeking a Commercial & Contracts Manager to support in the management of outsourced services. A rare opportunity has arisen in Asset Management for a progressive and driven individual with a desire to make a difference. The Commercial & Contracts Manager is responsible for all commercial aspects, including performance, of the Facilities Management and maintenance contracts in alignment with the organisation\\\’s contract management strategies to protect physical assets and maintain value, whilst providing good quality services across the commercial portfolio, ensuring premises are safe and compliant, whilst creating an attractive environment that support tenant businesses to thrive. The position holder will advise of future contract arrangements to support high levels of performance.

The Portfolio: The commercial portfolio comprises circa 3,500 units and over 2,600 agreements generating an income of £90m per annum. The portfolio is mixed use comprising arches, retail units, offices, industrial, residential, land and other miscellaneous buildings and uses. The organisation is investing off the back of strategic plans that will lead to significant improvements to the portfolio, to create better environments for customers and support income growth. The Commercial & Contracts Manager will play an important role in ensuring property assets are well maintained, creating opportunities to reduce carbon emissions, whilst upholding capital and rental values and therefore contributes towards the strategic goals. Managing suppliers to help Places for London achieve its goals is a vital part of its business operations.

Key Accountabilities

  • Manage the contract performance of one or more facility management and maintenance contracts, fostering good relationships with partners to resolve challenges and agree contract variations as and when required.
  • Be responsible for ensuring all the correct procurement and governance authorities are in place for contracts and to monitor spend to ensure compliance, taking action to mitigate risks where appropriate.
  • Work closely with partners and the in-house team of facilities managers and building surveyors to develop and track continuous improvement programmes to mature our approach to delivering services, whilst looking for opportunities to generate efficiencies.
  • Oversee the contract budget ensuring forecast accuracy and managing timely and efficient processing of supplier payments, reporting on progress every period.
  • Identify and mitigate risks associated with the contracts managed, through an appropriate risk management framework. Also, assist in the formulation of contract tendering policies, compliance with public sector regulations etc.
  • Essential: Good knowledge and understanding of Facilities Management performance contracting principles, including tendering, design, implementation, performance management and dispute resolution.
  • Essential: Knowledge and understanding of maintenance and construction contracts.
  • Essential: Knowledge of financial control and risk management techniques and principles.
  • Desirable: Digitally literate with knowledge of basic technology packages used in a performance management environment.
  • Essential: Good understanding of the commercial aspects of Technical Services Contract management and Building Management.
  • Desirable: Degree level educated.
  • Desirable: Good knowledge of public sector / government legislation influences this area of work.
  • Essential: Strategic and practical approach: Ability to think strategically and work in innovative and practical manner.
  • Essential: Political and commercial awareness: Ability to act in a politically adept and commercially astute manner, with demonstrable ability to negotiate effectively and persuasively influence complex and sensitive transactions.
  • Essential: Ability to negotiate and influence complex and high value agreements at all levels, working with colleagues and third-party contractors, partners, and suppliers.
  • Essential: Ability to manage simultaneous activities and to determine, create and apply commercial management skills to deliver against targets.
  • Essential: Ability to problem solve and to develop documents, data analysis reports and memoranda to draw conclusions and make recommendations to senior management.

Experience

  • Essential: Proven experience of being primarily responsible for the day-to-day commercial management of FM Maintenance contracts in UK, gained working with a client organisation or as an adviser.
  • Essential: Proven experience working in the Facilities industry with an audit and compliance role driving business improvement.
  • Essential: Proven experience of cost improvement from existing contracts by formulating strategies, policies, plans and budgets and delivering results to targets with close financial and project control.
  • Desirable: Demonstrable experience of dispute resolution in respect of a relevant area of contracting.
  • Essential: Budget management experience, including risk management, and continuous focus on Business direction.
