The Senior Data Analyst will join a new seven-person SSM team within the Mayor's Infrastructure Coordination Service, managing the data and digital platforms the programme depends on. Market rounds run through a digital SSM Data and Trading Platform: buyers (lead local flood authorities, boroughs and Transport for London) submit bids by spatially selecting areas and the price they will pay for a credit, and suppliers (utilities and contractors) submit the areas and prices at which they will deliver schemes. This is a permanent Grade 8 role at Β£52,305.
- Leading data and digital procurements to update the SSM Data Platform and develop a pan-London SuDS Asset Register, then managing the consultants appointed.
- Ensuring the data and digital platforms are developed correctly, meet user requirements and stay updated with high-quality data.
- Responding to data queries from lead local flood authorities, utilities and contractors so that market rounds run smoothly.
- Undertaking data collection (establishing APIs where possible) and owning data-sharing processes, including NDAs, and asset registers.
- Processing and analysing spatial and non-spatial data using data science approaches, creating interactive web mapping applications and visualisations, and undertaking monitoring and evaluation for reporting.
The Greater London Authority is looking for candidates who can demonstrate:
- A strong technical and analytical background, evidenced by a qualification in GIS (or a related subject) or equivalent professional experience.
- Experience of managing and developing digital platforms, including engaging with suppliers and end users.
- Detailed knowledge of GIS in practical use, ideally in SuDS or infrastructure delivery, and a commitment to keeping abreast of new developments.
- Advanced experience with desktop GIS tools including ArcGIS Desktop, and of automating data transformation and data engineering (for example with FME).
- Experience of working with ESRI ArcGIS Server and developing map services for the ArcGIS JavaScript API or other web mapping technologies such as OpenLayers or the OpenStreetMap API.
Candidates may come from a background in digital and data project management, GIS, infrastructure or a related field. The GLA welcomes applications from candidates seeking part-time work, as this role is open to job share. The role is hybrid, based at Union Street SE1, with up to three days a week in the office. The role does not meet the criteria for visa sponsorship for external candidates.
The Greater London Authority is establishing the UK's first environmental services market for sustainable drainage systems: the SuDS through Streetworks Market (SSM). Delivered in partnership with Thames Water, the SSM takes a market-led approach that leverages London's high volume of planned streetworks to deliver SuDS at scale, reducing surface flooding risk and supporting Flood Ready London and the London Surface Water Strategy. The ambition is to run two initial market rounds, deliver at least 100 projects and ultimately convert 7,000 hectares of impermeable land to SuDS.
