Corporate Resources and Business Improvement
The Resources and Business Improvement directorate is responsible for People Function, Facilities Management, Digital Experience Unit and Technology Group, Information Governance, Executive Support Team and leadership of all our shared services across the GLA Group.

This is a new role and forms part of a newly created shared services support function with the Director of Live Services & Cyber / Infosec function. The initial team consists of 3 members, part of a wider matrix support model of 20.
About the Role
The IT Finance & Licensing Analyst is a senior specialist role providing financial analysis, budget management and software licensing expertise across the GLA's IT digital services. The postholder ensures that all IT assets and software licences are effectively managed and financially accounted for, acting as the single point of contact (SPOC) for all finance queries relating to the IT Shared Service (ITSS) budget between the GLA and the IT shared service provider. The role combines deep knowledge of enterprise software licensing, particularly Microsoft, SAP and Salesforce, with strong financial management skills including monthly reporting, variance analysis, savings identification and shortfall management. The postholder contributes directly to monthly financial reviews with the Director and Finance Business Partner, ensuring robust oversight of digital expenditure, license renewal and IT asset management.
What your day will look like
- Maintain the asset register for all user‑managed end‑user devices (approximately 100 devices), ensuring accuracy and currency.
- Oversee the full device lifecycle including procurement, deployment, refresh and disposal, ensuring cost‑effectiveness and alignment with GLA and TfL shared‑service processes.
- Produce regular asset and licence compliance reports, flagging risks and recommending corrective action.
- Own and manage the full lifecycle of software licences across the GLA's digital estate, with particular expertise in Microsoft (M365, Azure, EAS), SAP and Salesforce licensing models, entitlements and compliance frameworks.
- Conduct regular licence audits and reconciliations to ensure the organisation remains compliant and is not over‑ or under‑licensed across complex enterprise agreements.
- Identify opportunities to rationalise, optimise or consolidate licence holdings to achieve cost savings, presenting findings as part of the monthly savings analysis.
- Manage licence renewals, negotiate with suppliers and TfL commercial teams, and maintain renewal schedules to prevent lapses or unplanned expenditure.
- Maintain an up‑to‑date licence register and ensure alignment with TfL's configuration and asset management processes.
Skills, Knowledge and Experience
To be considered for the role you must meet the following essential criteria:
- Experience with SAP or Salesforce licensing administration in addition to Microsoft.
- Experience working within a GLA, TfL or similar London government / shared‑service environment.
- Demonstrable experience managing IT assets and software licences in a public‑sector, regulated or large corporate environment.
- In‑depth knowledge of enterprise software licensing models, with specific experience of at least one of: Microsoft (M365/EAS/Azure), SAP or Salesforce licensing frameworks, compliance requirements and optimisation strategies.
- Strong financial management skills including budget preparation, forecasting, variance analysis, savings identification and shortfall reporting.
- Experience producing clear, accurate monthly financial reports and presenting findings to senior stakeholders including directors and finance business partners.
Desirable
- ITIL Foundation certificate.
- SAM / ITAM certification (e.g. CSAM, IAITAM).
- AAT Level 3 or equivalent financial administration qualification or experience.
