The Skills and Outreach Manager plays a key role in supporting the delivery of GBE-N's strategic objectives for skills development and workforce planning. Working closely with the Skills Lead, the Skills and Educational Outreach Manager will focus on mapping skills needs at regional and local levels, ensuring that GBE-N and its supply chain partners have the right people, with the right skills, in the right place, at the right time. The role will also oversee educational outreach activities and collaborate with the GBE-N Communications Team to ensure that stakeholder engagement with communities is inclusive and consistent with GBE-N's values and messaging.
Accountabilities & Responsibilities:
- Assist the Skills Lead in delivering workforce planning and skills mapping activities, with a particular focus on regional and local needs for a nuclear new build project.
- Gather, analyse, and report on regional workforce data (including demographics, educational attainment and skillsets) along with existing education and skills-related infrastructure in the region.
- Represent GBE-N at regional steering groups as appropriate under the national Nuclear Skills Plan and foster collaboration between local government and industry.
- Work closely with the Skills Lead and Regional Communications and Stakeholder Engagement Manager to build relationships with educational stakeholders in the region and to facilitate collaboration, identify skills gaps and opportunities for targeted interventions.
- Support GBE-N's contribution to labour market intelligence activities.
- Oversee GBE-N's educational outreach including higher education, further education and school outreach, ensuring activities are inclusive and support a diverse pipeline of young people entering careers within the nuclear sector.
- Work with the Communications Team and GBE-N partners to develop and deliver educational outreach materials and events that reflect GBE-N's messaging and values.
- Collaborate with internal teams and external partners to ensure skills mapping and educational outreach activities are joined up and effective.
- Contribute to continuous improvement by identifying lessons learned and best practices.
- Ensure educational outreach and regional engagement activity is explicitly informed by identified workforce gaps and critical skills priorities, and that insights from delivery are fed back into GBE-N's workforce planning evidence base.
Knowledge, Skills and Experience required:
Essential:
- Experience in workforce planning, skills mapping, or similar roles, ideally in a technical, regulated, or public sector environment.
- Understanding of regional labour markets, education systems, and skills development pathways.
- Strong stakeholder engagement and relationship-building skills, including experience working with schools, colleges, and community groups.
- Ability to analyse and interpret workforce data, identify skills gaps, and develop targeted interventions.
- Excellent communication and presentation skills, with the ability to tailor messaging for different audiences.
- Fluency in Welsh and English.
- Professional writing skills in Welsh and English.
Desirable:
- Experience in the nuclear sector or other major infrastructure projects.
- Familiarity with labour market intelligence, skills audits, and social value in procurement.
- Knowledge of STEM outreach and careers programmes.
Qualifications:
- Degree or equivalent experience in Human Resources, Education, Workforce Planning, or a related field.
- Membership of a relevant professional body (e.g., CIPD, Careers Development Institute) is desirable.
