The Health & Safety Manager, reporting to the Health, Safety, Security, and Environmental Lead (HSSE Lead), will oversee the implementation of relevant discipline strategies, plans, and procedures, monitor regulatory compliance, and support necessary risk management frameworks across all phases of the SMR Project. This role forms part of the Safety, Licensing and Assurance function, which is accountable for the setting of standards and strategies for delivery to meet GBN’s HSSEQ policies, including risk and assurance, regulatory, consents, licensing and permitting, and quality.
The Health and Safety Manager will play a key role in ensuring the SMR Project upholds the highest standards of occupational health & safety. You will work closely with key technical, delivery teams, and supply chain partners to ensure health and safety is prioritised and that they are adhering to the standard of health and safety expected of the construction and operation of the SMR Reactors and associated developments.
Your role will involve helping set the foundations of exemplary proactive health and safety management and culture within nuclear energy project delivery. You will be accountable for supporting the Head of Health Safety, Environment and Sustainability with the overall management, reporting and continual improvement of health and safety aspects of a major infrastructure programme, adopting industry good practice and ensuring compliance with, among other things, the Construction (Design and Management) Regulations (2015).
In this role you will also implement strategies and embed new procedures and processes to enable successful safe project delivery while overseeing the project team, including the supply chain. This will provide you with an opportunity to be part of a team ensuring successful delivery of a First of a Kind (FOAK) UK SMR Project, helping to ensure it meets all key health and safety standards, whilst delivering cost-effective energy capacity. The role will be based at the Warrington office with routine travel to site locations expected.
- Provide support to Head of Health, Safety, Environment and Sustainability on health and safety matters, promoting a strong safety culture across the SMR Project.
- Champion a positive safety culture, embedding best practices across all Project teams, contractors, and supply chain partners.
- Ensure compliance with Health and Safety at Work Act (1974), Management of Health and Safety at Work Regulations, 1999 and Construction (Design and Management) Regulations (CDM) 2015, and other applicable standards required throughout the project lifecycle.
- Establish and oversee governance frameworks for monitoring and reporting health & safety performance across the SMR Project.
- Manage and coordinate the cascade of SMR Programme-level health & safety requirements through the SMR Project and supply chains.
- Ensure Project-wide compliance with occupational health, and high-hazard safety requirements.
- Lead interactions with the Health & Safety Executive (HSE), Office for Nuclear Regulation (ONR) and other key regulators, ensuring timely submission of reports and compliance documentation.
- Identify, assess, and enable the mitigation of nuclear and conventional health & safety risks across design, construction, commissioning, and operation phases.
- Work closely with contractors, suppliers, and partners to ensure consistent health & safety standards across the SMR Project.
- Provide subject matter expertise during design and constructability reviews (covering health and safety aspects of the design) and other project milestone activities as required to enable the successful delivery of the SMR Project.
- Own and deliver relevant Health & Safety material necessary for the successful delivery of the SMR Project, including subject matter contributions to induction, mobilisation, and training sessions.
- Establish KPIs and reporting mechanisms to track health & safety performance across the Project and provide regular updates to the HSSE Lead and senior leadership, highlighting key risks, compliance status, and opportunities for improvement.
- Contribute to maintaining a respectful and collaborative workplace, valuing diversity, and promoting teamwork.
- Support Organisational learning within the organisation and ensure that GBE-N keeps pace with innovation within out with the organisation to improve safety performance and culture.
Experience in health and safety management within the nuclear sector and/or major high-hazard programmes/highly regulated industry (e.g. oil & gas, defence, transport). Strong understanding of Construction (Design & Management) Regulations (CDM) and construction health and safety management in large-scale projects. Experience of managing safety performance across large, complex multi-organisation, contracting environments. Strong understanding of ISO 45001 (Occupational Health & Safety Management Systems) and demonstrable experience of coordinating certification and verification audits. Deep understanding of process safety management principles and major accident hazard/fault scenario prevention. Experience of participating in reviews of designs of complex process systems to identify design, construction, operational and maintenance safety hazards. This includes experience of bowtie analysis HAZOP, LOPA, SIL and risk-based decision making. Proficient in defining and tracking relevant, measurable safety metrics, and in analysing data and trends to identify leading indicators of potential issues. Experience of creating and implementing safety improvement programmes. Proven ability to engage with regulators (ONR, HSE, EA/NRW) and lead compliance assurance activities. Proficient in the development of risk-based and critical control assurance and verification programmes and prioritisation of findings. Ability to convey and communicate technical health & safety principles to a range of audiences including technical and non-technical stakeholders. A role model for a positive safety culture and behaviour-based safety programmes. Experience in leading successful safety performance improvement programmes within nuclear or high hazard industries. Experience in the line management, coaching and mentoring of safety professionals. Demonstration of developing Safety and/or Safety Culture improvement programmes for multi-site business, nuclear sector and/or major high-hazard programmes/highly regulated industry. Experience of supporting the CDM Client role for safety on large and/or technically complex infrastructure projects. Experienced in developing and reporting on Process Safety Performance Indicators as part of nuclear sector and/or major high-hazard programmes/highly regulated industry. Understanding of Behavioural Based Safety approaches relevant to the nuclear or high hazard industries. Experience in developing and implementing a capability pathway for the Health and Safety Discipline. Demonstration of acquiring and applying learning to deliver positive impacts measurable at project level on safety, cost, or schedule. Familiar with the development and management of project and organisational level risk and opportunities. Understanding of human performance principles. Degree in Health & Safety, Engineering, Science, or a related field. Chartered Membership of IOSH (Institution of Occupational Safety and Health) or equivalent. Recognised NEBOSH Diploma or equivalent qualification in health & safety is beneficial.
