As Senior Manager - Complex Transaction Support (CTS), you'll be responsible for managing a portfolio of the most challenging projects in NHB’s loan and equity portfolios, where the risk profile has deteriorated, signs of distress are evident and specialist expert attention is required to deliver a solution. Projects are transferred from mainstream Portfolio Management to CTS at the point significant deteriorating risk is identified and intensive management becomes necessary.
The Senior Manager - CTS will identify critical emerging risk factors, understand and solve complex issues (which differ for every project) and develop and implement a restructuring strategy that enables homes to be delivered and investment (debt and/or equity) recovery optimised. The strategy will inform impairment assessment (predicted loss) with a consequential direct impact on the Agency’s financial reporting.
The role holder will act as a technical expert assisting and advising mainstream Investment Portfolio Managers, colleagues in other parts of NHB and Homes England (including the Land Development Team) and the Executive on investments or transactions exhibiting signs of potential or actual distress.
Responsibilities include:
- Manage all projects in the portfolio to ensure optimal outcomes for the NHB, considering recovery, delivery, and reputational risk.
- Establish and deliver restructuring strategies through collaboration with internal and external stakeholders.
- Assess future cash recovery for portfolio projects, propose impairments based on expert knowledge and professional judgement, and record positions in internal systems.
- Maintain and implement the Watch List Process, ensuring accurate reporting of distressed investment activity and housing delivery.
- Maintain an effective database of all potential, current and historic impaired and written down loans, providing accurate assessments of risk exposures.
- Report on asset performance metrics, ensuring strong quality assurance and compliance with standards.
- Make decisions within delegated authority for credit submissions, payments, and legal documentation.
- Ensure compliance with transaction agreements, monitor borrower compliance, and address non-compliance promptly.
- Ensure third-party advisor appointments comply with procurement rules and engage with the relevant teams.
- Contribute to the ongoing review and improvement of internal policies and procedures related to the function.
Candidate profile:
- Degree level qualification or equivalent experience of industry professional e.g Banker, Accountant, Surveyor, Lawyer or similar.
- Good understanding of residential property development, planning (including s106, CIL), valuation and project monitoring.
- Experience and understanding of risk and client management of a portfolio of real estate loans or equity investments, including working with and restructuring where necessary underperforming transactions.
- Confident working with legal documentation associated with real estate finance including loan agreements, inter-creditor agreements, security documents; both reviewing existing legal documents and restructuring related amendments.
- Experience of negotiating under pressure.
- Good understanding of insolvency law, insolvency planning and insolvency appointments and ability to assess the risks if an enforcement strategy is considered.
- Experience in drafting scopes of work and appointing external advisers for independent business, legal and property reviews.
- Ability to analyse financial information and interrogate financial forecasts.
