On behalf of HSE, we are looking for a Rebrand Strategist (Inside IR35) for a 3 month contract based hybrid in Bootle, Merseyside. Role Overview

The Building Safety Regulator (BSR) is undergoing a significant transformation following its transition from HSE to an arms-length body under MHCLG. This role will lead the strategic rebrand and positioning of BSR as a standalone organisation, helping to establish a strong identity, rebuild reputation, and align internal and external communications with the organisation’s future vision. This is a fantastic opportunity for an experienced communications and brand professional who can operate with minimal supervision, influence senior stakeholders, and deliver a complex rebrand programme at pace.

Main Responsibilities:

  • Leading the development and implementation of a full rebrand strategy for BSR
  • Establishing and embedding BSR’s standalone organisational identity across all communications channels
  • Ensuring visual identity and brand consistency across internal and external communications
  • Embedding organisational mission, vision, and values into communications activity
  • Working closely with in-house graphic designers to transition them into brand management roles
  • Collaborating across communications functions to align business-as-usual activity with the new brand strategy
  • Analysing KPIs, audience insights, user feedback, and market trends to optimise brand performance
  • Engaging and influencing stakeholders at all levels across the organisation
  • Supporting brand reputation rebuilding and audience engagement strategies
  • Interpreting data and translating insights into actionable communication strategies

Requirements:

  • Strong experience delivering organisational rebrand strategies and brand management programmes
  • Proven strategic communications and marketing background
  • Experience using analytics, stakeholder feedback, and user research to improve content and campaigns
  • Ability to engage effectively with senior stakeholders and cross-functional teams
  • Experience managing brand alignment across multiple communication channels
  • Excellent written and verbal communication skills
  • Experience supporting organisational transformation or culture change programmes
  • Experience rebuilding or repositioning organisational reputation
  • Knowledge of communications within complex stakeholder environments
