Great British Energy is looking for a Delivery Commercial Manager to join our GBE Onshore Wind Team. This role will play a key part in contributing to projects, objectives, and wider organisational goals.
Key Responsibilities
- Work with the Development Commercial Manager to develop and then lead the implementation of the commercial strategy for each project (EPC, multi-contracting, alliance models).
- Working with the Development Commercial Manager and the Procurement Manager, lead commercial input into Final Investment Decision (FID), including:
- Capex estimates and benchmarking
- Risk allowances and contingency strategy
- Contracting strategy recommendations
- Establish robust cost management and reporting frameworks.
- Ensure alignment with the GBE Project Governance Framework, audit, and public procurement requirements (where applicable).
- Procurement & Contracting
- Work with the Procurement Manager on end-to-end procurement processes, including:
- Pre-qualification (PQQ)
- Tendering (ITT)
- Bid evaluation and negotiation
- Work with the Procurement Manager on the structure and negotiate key contracts:
- Turbine Supply Agreements (TSA)
- Balance of Plant (BoP) contracts
- EPC / EPC-Lite contracts
- Grid connection and ICP contracts
- Drive optimal use of NEC4 or FIDIC contracts where appropriate.
- Ensure clear risk allocation and pricing mechanisms across all contracts.
- Cost Management & Control
- Maintain and manage project budgets (likely £50m to £200m+) through delivery.
- Lead:
- Cost tracking (committed vs actual vs forecast)
- Change control and variation management
- Earned value and cost-to-complete forecasting
- Challenge contractor costs and identify value engineering opportunities.
- Provide accurate monthly cost reporting to senior stakeholders and Board.
- Risk, Claims & Commercial Assurance
- Identify, assess, and mitigate commercial risks across the project lifecycle.
- Contractor claims.
- Ensure projects remain within approved risk appetite and contingencies.
- Interface with legal advisors on complex claims and dispute resolution.
- Delivery Phase Commercial Leadership
- Support Contract Managers and Project Managers.
- Ensure compliance with contract terms.
- Payment mechanisms.
- Milestone achievements.
- Ensure commercial readiness for COD and handover to asset management.
- Stakeholder Management
- Act as the primary commercial interface with:
- Contractors and suppliers
- Development and engineering teams
- Finance and investment committees
- External partners (JV partners, public sector bodies)
- Contribute to collaborative working cultures, particularly under alliance or NEC style contracts.
Qualifications and Experience
- Strong commercial acumen with experience managing complex infrastructure or energy projects.
- Renewable energy projects (onshore wind / solar / BESS).
- Infrastructure or major capital projects.
- Strong experience in:
- NEC3 / NEC4 / FIDIC contracts (essential).
- Risk allocation in energy infrastructure.
- EPC and multi-contract delivery models.
- 5+ years experience in commercial management, quantity surveying, or project controls.
- Background in renewable energy, utilities, infrastructure, or major capital projects.
- Degree in Quantity Surveying, Commercial Management, Engineering, Law, or similar.
- Strong commercial judgment and negotiation capability.
- Ability to operate in complex stakeholder environments.
- High-quality board-level communication.
- Professional membership (e.g. RICS, CIPS, CIMA, CIArb, CICES).
