This position is responsible for providing technical direction, administrative support, and support to the maintenance department. It also assists in plant cost savings initiatives.
Responsibilities
- Manage and lead the activities of the maintenance and engineering teams to ensure process safety, safety, environmental, reliability, and cost goals of the refinery are achieved.
- Assure all work is performed safely and in compliance with environmental regulations.
- Develop training plans and evaluate performance to aid operator training and coaching to develop operator skills on all lines.
- Drive continuous improvement using metrics and benchmarking to validate performance and by understanding root causes of failures.
- Develop and implement corrective action initiatives and programs to improve maintenance, control process, and engineering performance as required.
- Responsible for managing preventive and predictive maintenance initiatives and programs.
- Oversee contractor activities and performance as utilized to supplement Maintenance Department.
- Develop and manage the maintenance and engineering capital project budgets and support other departments with developing spending plans.
- Oversee and manage expenditures and continuously track, manage, and adjust spending to ensure performance to budget plans.
- Oversee outage planning and execution through active participation in scope development, providing justification for work items, and providing support during commissioning of equipment, shutdown/startup and outage timeframe.
- Ensure all Corporate & HR personnel policies and practices are understood and enforced.
- Establish a working relationship with other staff and departmental managers to be sure activities across the Maintenance team support their needs as customers.

- Number of safety incidents / near misses involving engineering work.
- Percentage of planned work executed with risk assessments / permits in place.
Maintenance & Reliability
- Planned vs. unplanned maintenance.
- Downtime % vs targets.
- OEE metrics to budgeted targets.
Project & Work Execution
- Planned vs. actual project completion.
- Budget adherence (CAPEX and OPEX projects within cost).
- Engineering change implementation time (from request to completion).
- Average response time to breakdown requests.
- % of downtime attributed to engineering delays.
Cost & Resource Management
- Spare parts stock-out incidents.
- % of budget spent on reactive vs preventive work.
- Energy/utilities consumption linked to equipment inefficiency.
- Number of improvement initiatives implemented (Kaizen, Lean, 5S, AM/PM).
- % of engineering solutions standardized or digitalized (e.g., predictive maintenance, CMMS usage).
Skills & Qualifications
- 5 years maintenance experience preferred including:
- Computer Maintenance Management Systems (preferably SAP).
- Planning and Scheduling.
- Preventative/Predictive/Precision Maintenance.
- Reliability Engineering.
- Proficient with Microsoft Office, Outlook, and internet research skills.
- PLC/Controls Programming preferred.
- Project Management.
- Leader with exceptional communication skills, good organization, and the ability to communicate with all levels of the organization.
- Previous environmental experience is a plus.
