Duties for the role of Climate Programme Officer in Greater London (South West) include:

  • Development and delivery of the Climate Programme and related projects for the Council, to include providing advice to officers and other stakeholders on climate change and sustainability issues.
  • Coordination of dependencies across multiple workstreams and services within the Council.
  • Supporting the Climate and Sustainability Board, senior officers and members take decisions by identifying decisions required and providing the necessary information to take those decisions.
  • Managing a mix of service, political and public stakeholders.
  • Working closely with our communities to enable residents and businesses to make sustainable choices, including around food, energy usage, travel and a range of other behaviours that will reduce greenhouse gas emissions and improve the environment.
  • To provide effective project and programme management support to the Climate Programme and related service led projects across the organisation.
  • The identification of the tasks, resources, costs, risks, issues and inter-dependencies of projects, ensuring that they are understood, articulated and managed.
  • To identify barriers to effective programme/project delivery and be creative and active in removing these barriers and encouraging cross directorate working.
  • To manage the process of monitoring and reporting project and programme information, ensuring that the senior stakeholders have accurate and timely management information.
  • To identify and ensure that the needs of the stakeholders are understood and they are kept informed and involved.
  • To provide advice and support to Council officers and other stakeholders on climate change and sustainability issues.

  • A good knowledge and understanding of climate and sustainability issues, legislation, regulation and guidance, in particular which relates to social housing.
  • Thorough working knowledge and proficient use of Microsoft Office Suite / Google Drive and Documents.
  • Familiarity with the Housing Health and Safety Rating System (HHSRS).
  • Familiarity with Construction and Design Management (CDM) Regulations.
  • Construction and/or Property related Qualification (degree level or equivalent) or minimum 5 years’ experience in an equivalent role.
  • Qualified in an environmental discipline or has a relevant degree or the equivalent relevant work experience.
  • Preparation of work specifications and drawings and submission of planning applications related to Energy Efficiency works.
  • Experience of managing maintenance programmes.
  • Understanding of Contract Management and experience of partnering type contracts.
  • Experience of managing a team giving clear guidance and direction on budgeting management.
