About The Role

Managing Quantity Surveyor - Permanent Opportunity

Division: Civil Engineering

Location: Hereford

Job Summary

Reporting to the Commercial Manager, this position requires an individual who has held a lead in commercial teams on large Civil Engineering Schemes or several smaller construction projects. The ideal candidate will have come from a main contracting background and will have had minimum 2 years relevant experience in a similar position as an MQS. This role will be overseeing a 2-stage D&B highways development. The successful candidate will have experience in the administration of NEC4 Option C contracts.

The Managing Quantity Surveyor will be responsible for:

  • Managing the QS team on a project or multiple projects and being the key link between the Commercial Manager and the project QS team.
  • Involvement in the process of procurement of subcontract packages.
  • Performing financial due diligence on supply chain.
  • Assisting the project QS team with sub-contractor accounts when issues arise.
  • Forming trusting relationships with key supply chain management.
  • Dispute avoidance and dispute resolution (training can be provided).
  • Commercial strategy on the projects – keeping the QS team aligned on the margin strategy.
  • Reviewing the CVR information each month and relaying to the Commercial Manager and Contracts Director, challenging where necessary.
  • Actively seeking and managing the potential recovery routes when losses occur on projects and mitigating risk.
  • Drafting key project notices and responding to supply chain notices.
  • Liaising with procurement to set and agree allowances for the project.
  • Attending progress/commercial meetings and representing the company in a commercial capacity.
  • Managing and administering the risk management procedures of the NEC4 suite of contracts.
  • Use of company software to ensure all reporting, forecasting, subcontractor payments and any contract related documentation is effectively managed on the requisite online software.
  • Reviewing proposed amendments to subcontracts/design appointments and agreeing same.
  • Carrying out delay analysis including the preparation of narratives and loss and expense to support claim submissions or assessment of compensation events including extensions of time and recovery of delay costs.
  • Ensuring the variation/compensation event mechanism is correctly and timeously followed to ensure the commercial protection of the business.
  • Managing the forecasting of cash flow/budget compilation.

  • Demonstrate previous experience in a MQS role at Senior/Managerial level.
  • Possess a good technical knowledge.
  • Contract knowledge: Understanding of specific contracts and ability to take appropriate action.
  • Cost Control: Calling upon a wide range of skills to deliver results. Ensuring targets are achievable and checking on progress. Controlling critical elements of the process while forecasting ahead.
  • Negotiation Skills: Presenting viewpoint with confidence and clarity. Soundly structured case- pros and cons put forward with supporting evidence. Ability to get through to core issues. Presenting case in a persuasive manner and understanding the wider implications.
  • Problem Solving and Decision Making: Considering relevant information and insights in order to make choices. Evaluating multiple factors in the identification of solutions and making sound and timely decisions.
  • Good ability to manage and deal with people.

  • Professional qualification (e.g. MRICS/MSCSI).
