Programme Manager in London

As part of our long-term partnerships with Manchester University NHS Foundation Trust (MFT) and Midlands Partnership University NHS Foundation Trust (MPFT), we are seeking an experienced Programme Manager to lead the strategic planning, governance and delivery of a diverse portfolio of capital projects, refurbishment works, infrastructure improvements and estate enhancement initiatives.

This role will provide leadership across multiple project workstreams, ensuring projects are delivered safely, efficiently and in accordance with agreed budgets, programmes and quality standards. Working closely with Trust stakeholders, project teams, consultants, contractors and operational teams, the Programme Manager will ensure that project delivery supports the operational needs of both Trusts whilst minimising disruption to critical healthcare services.

The Programme Manager will:

• Lead the successful delivery of a portfolio of capital projects, refurbishment works, infrastructure upgrades and estate improvement programmes across MFT and MPFT.
• Develop and maintain overall programme strategies, delivery plans and governance arrangements aligned with client and business objectives.
• Provide leadership and direction to Project Managers, Design Managers, Commercial teams and wider project delivery teams.
• Ensure projects are delivered safely, on time, within budget and to the required quality standards.
• Establish and maintain programme controls covering scope, budget, programme, risk, quality and performance reporting.
• Act as the primary strategic interface between GRAHAM and senior client stakeholders across both Trusts.
• Build and maintain effective relationships with Estates Teams, Capital Projects Teams, operational managers, clinical stakeholders and executive client representatives.
• Manage programme budgets, financial performance, forecasting, cost control and reporting.
• Oversee project governance, approvals, reporting structures and decision-making processes.
• Monitor programme performance through the use of KPIs, dashboards and management information.
• Identify programme risks and opportunities and implement mitigation and improvement strategies.
• Ensure appropriate resource planning and allocation across the portfolio to support successful project delivery.
• Lead programme review meetings, client governance boards, steering groups and senior stakeholder meetings.
• Ensure compliance with all statutory, contractual and regulatory requirements, including CDM Regulations, Building Regulations and relevant NHS standards.
• Support procurement and supply chain strategies to ensure value for money and effective project delivery.
• Ensure robust project controls are in place covering change management, risk management and quality assurance processes.
• Drive continuous improvement, innovation and best practice across programme delivery activities.
• Support business development, tender opportunities and strategic growth initiatives where required.
• Promote sustainability, social value, decarbonisation and net-zero initiatives across project delivery activities.
• Ensure projects are delivered with minimal disruption to healthcare services, patient care and operational activities.
• Provide leadership, coaching and support to project delivery teams and contribute to the development of talent within the business.
• Represent GRAHAM professionally at all times with clients, consultants, contractors and stakeholders.
• Undertake any other duties aligned with the needs of the contract, programme or wider business.

Essential Criteria:

• Proven experience in a Programme Manager, Senior Project Manager or Portfolio Manager role within construction, healthcare, infrastructure, FM or major estates environments.
• Demonstrable experience leading portfolios of capital projects and refurbishment programmes.
• Strong understanding of programme and project management methodologies.
• Experience managing multi-disciplinary project teams across multiple concurrent projects.
• Strong financial and commercial management capability, including budgeting, forecasting and cost control.
• Experience managing risk, governance, reporting and programme controls.
• Excellent stakeholder management skills with experience working at senior management and executive level.
• Strong knowledge of construction delivery, procurement and project governance.
• Experience working within live operational environments.
• Excellent communication, leadership and influencing skills.
• Strong IT and reporting skills, including Microsoft Office applications.
• Ability to manage competing priorities across complex programmes of work.

Desirable Criteria:

• Experience working within NHS healthcare estates or healthcare infrastructure programmes.
• Knowledge of NHS estates strategies, healthcare environments and operational requirements.
• Professional qualification in Project or Programme Management (APM, MSP, PRINCE2, PMP or equivalent).
• Membership of a relevant professional institution (APM, CIOB, RICS, ICE or similar).
• Experience of NEC and/or JCT contractual environments.
• Experience leading projects within acute care, mental health or community healthcare facilities.
• Experience delivering sustainability, net-zero or decarbonisation projects.
• Experience managing public-sector capital investment programmes.
• Degree or equivalent qualification in Construction, Project Management, Engineering or a related discipline.
