As part of a major long-term partnership with London Metropolitan University, we are seeking an experienced Lead Estate Surveyor to support the delivery of the University's Estate Strategy, Campus Masterplan and ambitious capital investment programme.

The Lead Estate Surveyor will act as a strategic advisor and key interface between GRAHAM and the University, providing expertise across estate intelligence, survey programmes, business case development, funding opportunities and the delivery of capital projects. Using data-driven insights and stakeholder collaboration, the role will help shape investment decisions that enhance the campus environment, support academic excellence and improve the student, staff and stakeholder experience.
Working across a diverse portfolio of projects, the Lead Estate Surveyor will oversee activities from feasibility and option appraisal through design, procurement, construction and operational handover. The role will also support programme governance, risk management and reporting, engaging with stakeholders at operational, senior management and Board level to ensure successful delivery of the University's long-term estate ambitions.

Role Purpose: The Lead Estate Surveyor will act as GRAHAM's strategic and trusted advisor to the client, supporting the delivery of the Estate Strategy, Campus Masterplan and Capital Investment Programme.
The role will lead estate intelligence, survey programmes, business case development, funding applications and capital project delivery, ensuring investment decisions align with the Universitys long-term ambitions and operational objectives. The postholder will manage projects from feasibility through to completion while providing governance, performance reporting and stakeholder engagement at operational, senior leadership and Board level.
Key Responsibilities
Act as the primary interface between GRAHAM and University stakeholders, supporting delivery of the Estate Strategy and Masterplan. Lead estate-wide survey programmes and utilise estate intelligence to inform investment planning and prioritisation. Act as the custodian of numerous University Business Cases, funding applications, investment appraisals and strategic recommendations. Identify and support external funding opportunities to maximise investment across the estate. Manage a portfolio of projects from feasibility, design and procurement through to construction and operational handover. Coordinate consultants, contractors and stakeholders to ensure successful project delivery. Establish programme governance, performance monitoring and reporting arrangements. Provide strategic advice, reports and presentations to operational groups, senior management teams and governance boards. Ensure projects deliver value for money, whole-life value, sustainability, maintainability and operational effectiveness. Support campus enhancement, decarbonisation and sustainability objectives. Manage programme risks, opportunities, budgets, quality and performance. Maintain accurate asset information, survey data and programme records within appropriate systems. Promote collaborative working, continuous improvement and innovation across the programme. Represent GRAHAM professionally and undertake other duties commensurate with the role. About You
Essential Criteria
1. Degree or equivalent qualification in Building Surveying, Construction, Estate Management, Project Management or a related discipline. 2. Experience within higher education, healthcare, public sector or similarly complex estates. 3. Demonstrable experience in estate management, building surveying, capital project delivery, or programme management within a complex operational environment. 4. Experience managing estate condition, compliance, lifecycle or survey programmes and translating data into investment priorities and delivery plans. 5. Experience developing business cases, option appraisals, investment proposals or strategic recommendations for capital projects. 6. Proven ability to lead projects from feasibility through design, procurement, construction and operational handover. 7. Strong understanding of construction processes, asset management principles and whole-life asset performance. 8. Knowledge of design development, Design & Build procurement and the RIBA Plan of Work. 9. Sound knowledge of statutory compliance, Building Regulations, Health & Safety legislation and CDM Regulations. 10. Experience managing consultants, contractors and multidisciplinary project teams. 11. Strong stakeholder engagement skills with the ability to influence and collaborate effectively across all levels of an organisation. 12. Excellent report writing, analytical, presentation and communication skills. 13. Experience presenting information and recommendations to senior management, governance groups or executive stakeholders. 14. Proficient in the use of asset management, project management collaborative design and information management systems.
Desirable Criteria
1. Chartered membership of RICS, CIOB, APM or equivalent professional body. 2. Experience in estate strategy development, campus masterplanning or long-term capital investment programmes. 3. Experience preparing funding applications, grant submissions or business case approvals. 4. Knowledge of sustainability, decarbonisation and Net Zero delivery within the built environment. xiskglj 5.
