At GRAHAM, we are a leading FM and construction delivery partner supporting a major long-term campus transformation programme within the education sector. As part of this growing portfolio, we are seeking a Minor Works Estimator to support the commercial and operational teams in the delivery of high-quality Mechanical, Electrical, and Fabric minor works across a large and diverse estate.

The Minor Works Estimator will be responsible for preparing accurate and robust target costs, budget estimates, and commercial appraisals for a wide range of small to medium-scale projects. The role will support the clients capital and lifecycle investment programme by ensuring estimates are built on sound first principles, offer value for money, and comply with contractual frameworks such as NEC and JCT.

This is a key role within a high-profile strategic delivery partnership, requiring strong analytical ability, commercial awareness, and excellent communication skills. The Minor Works Manager will:

  • Prepare and submit target costs using first-principles estimating for Mechanical, Electrical, and Fabric minor works projects.
  • Produce accurate budget cost estimates based on initial client briefs and concept information.
  • Review all drawings, specifications, surveys, and technical documentation to inform accurate estimates.
  • Support value-engineering exercises to optimise scope, cost, and delivery efficiency while meeting client requirements.
  • Assess direct labour, materials, plant, preliminaries, subcontract costs, and risk allowances.
  • Provide advice to the client and internal teams on feasible technical solutions, cost drivers, and alternative options.
  • Identify project risks, design constraints, supply chain limitations, and material lead-in challenges at an early stage.
  • Work with the local supply chain to obtain competitive quotations and understand market conditions, rates, and availability.
  • Ensure all estimates are fully aligned with NEC and JCT contractual requirements, pricing mechanisms, and open-book transparency.
  • Meet tight tender deadlines and support the timely delivery of minor works, lifecycle works, and planned project programmes.
  • Maintain strong communication with project managers, engineers, cost managers, and commercial teams to ensure accurate pricing and handover.
  • Support the commercial team with cost build-ups, forecast reviews, tender submissions, and post-tender clarifications.
  • Ensure estimates reflect GRAHAM's standards for safety, quality, compliance, and client value.
  • Contribute to continuous improvement in estimating processes, benchmarking, cost data management, and market intelligence.
  • Undertake any other duties relevant to the role in line with the needs of the contract and business.

About You

Essential Criteria

  • Previous experience in a Mechanical & Electrical Estimator role, particularly within Hard FM or maintenance-based contracts.
  • Strong understanding of M&E systems, building services installations, and associated material and labour requirements.
  • Demonstrable knowledge of the FM market, subcontractor landscape, and local supply chain capability.
  • Strong communication skills, able to work collaboratively with technical and commercial stakeholders.
  • Experience working to budgetary targets with clear cost-control awareness.
  • Ability to initiate, draft, and review estimating documentation, schedules, and supporting evidence.
  • Strong negotiation skills with suppliers and subcontractors.
  • Proficiency in Microsoft Excel, Word, and general IT estimating tools or systems.
  • Full UK driving licence and willingness to travel across a multi-site estate.
  • Sound understanding of commercial and contractual frameworks relating to FM and NEC4 pricing structures.

Desirable Criteria

  • Third-level qualification in Engineering, Quantity Surveying, Construction Management, or a related field.
  • Experience working within education, blue-light, or public-sector estates environments.
  • Experience working within open-book accounting frameworks or transparent pricing models.
