We’re supporting a major public sector organisation to appoint a Senior Procurement Manager (Digital & Technology) to lead high-value, complex sourcing activity that underpins critical digital delivery.
This role will provide leadership across a digital/technology commercial category, managing a team of procurement and commercial professionals and delivering compliant, innovative procurement outcomes across software, digital delivery and emerging technologies.
You will:
- Lead a team of commercial/procurement professionals, setting direction, priorities and performance expectations.
- Own and manage a sourcing pipeline, balancing delivery and workload allocation across the team.
- Deliver end-to-end procurements across software, digital delivery, and emerging technology markets.
- Design and implement commercial strategies aligned to agile and product-based delivery approaches.
- Run a range of sourcing routes including framework call-offs (e.g., CCS frameworks such as G-Cloud/DOS) and open-market procurements under the Procurement Act 2023.
- Provide clear commercial advice to senior stakeholders on sourcing options, risk, governance and delivery trade-offs.
- Strengthen commercial capability across digital and technology procurement by embedding best practice, guidance and standards.
Skills & Experience
Essential:
- Significant experience delivering public sector digital and technology procurements, end-to-end.
- Proven track record of managing complex, high-value sourcing activity with robust governance and audit trails.
- Strong knowledge of PCR 2015 and/or the Procurement Act 2023 and associated governance requirements.
- Practical experience using CCS frameworks (e.g., G-Cloud, DOS) and navigating marketplace engagement effectively.
- Confident leader with demonstrable experience building, developing and motivating teams.
- Strong stakeholder management skills with the ability to influence senior digital, technology, finance and delivery leads.
Desirable:
- Experience with software licensing and SaaS commercial models.
- Exposure to AI, automation, data & analytics or other emerging technology procurements.
- Experience scaling digital pilots into wider enterprise solutions.
- MCIPS (or equivalent).
