Role Overview
The Valuation Office Agency has recently delivered a major upgrade to its Information Technology platform for Council Tax. As we continue to enhance and improve this platform, we are seeking a Senior Project Manager to lead the successful delivery of the next phase of work. You will have end‑to‑end responsibility for the delivery of agreed project outcomes, including establishing effective governance and assurance, monitoring delivery progress, managing risks and issues, and ensuring the organisation is fully prepared for change. This role sits within the Council Tax Pipeline Team, at the heart of the Valuation Modernisation Delivery Directorate. The programme of enhancements to our Council Tax systems is high‑profile, complex, and fast paced, offering an excellent opportunity to work at the centre of a significant transformation agenda.
Key responsibilities
- Manage the day‑to‑day running of the project, including the effective leadership and line management of a small project team.
- Lead the project with ownership and accountability for delivering agreed outcomes within time, cost, and quality constraints.
- Develop and maintain project plans and determine appropriate delivery methodology, whilst setting project controls, managing performance to track and report progress to sponsors.
- Develop and draft the project business case, seeking input from specialists as necessary.
- Monitor and support and track project spend ensuring it is within budget.
- Deliver the agreed business case benefits and outcomes. Monitor the longer‑term delivery of benefits against the business case, ensuring an appropriate Benefits Realisation Strategy is in place.
- Identify key stakeholders, internal and external, and effectively manage these relationships.
- Identify and monitor project risks and issues. Develop mitigating actions, escalating as appropriate.
- Identify and work with related projects to manage interdependencies.
- Support effective governance and decision making. Provide project reports, engaging in processes that hold you accountable for delivery.
- Engage with assurance reviews and support recommended action. Coordinate project assurance processes and gateway reviews.
- Set up effective change management processes, including documenting agreed changes to the project deliverables.
- Regularly attend Business specific and Senior Leadership meetings.
- Role model commitment to personal development, promoting individual and team performance through support, guidance, and coaching.
- Support development and assurance of Statement of Work process.
