The Maritime and Coastguard Agency (MCA) is seeking a Cyber Security Programme Manager to join Information Technology to be responsible for the delivery of products and services within the cybersecurity domain. The role will build and maintain motivated teams, ensuring there is an iterative plan to work towards. As the Cyber Security Programme Manager, you will ensure the team collaborates, communicates, and focuses on what is most important. You’ll coach team members and apply the most appropriate waterfall, agile, and lean tools and techniques for their environment. You will proactively manage dependencies, overcome obstacles, and get the best value against constraints to ensure the successful outcome of their projects.

As the Cyber Security Programme Manager, you will be accountable for the effective delivery of complex and high-risk products and services. You will have strong communication skills to engage senior stakeholders and ensure the successful delivery of these Security products and services.

You will support the Head(s) of IT Portfolio in achieving successful outcomes for their business areas playing a crucial role in coaching and mentoring Delivery Managers and product owners. You will foster a culture of continuous improvement and professional development, overseeing the end-to-end delivery of cyber security projects, collaborating with cross-functional teams to align project goals with business objectives. Further, you will identify and mitigate risks, facilitate communication between technical teams and senior management, providing strategic guidance, monitoring project performance, and promoting best practices in project management and cyber security.

You will navigate complex organisational structures, managing multiple priorities, and driving projects to successful completion while maintaining a focus on stakeholder satisfaction and business value.

Your responsibilities will include, but aren’t limited to:

  • Managing the delivery of complex security technology projects through the full delivery lifecycle, including applications and infrastructure, focusing on large and medium-sized projects as part of the MCA Security Programme.
  • Ensuring programmes within the security space achieve agreed objectives within time, cost, and quality constraints.
  • Managing relevant Cyber Programme Boards, ensuring good governance and process.
  • Managing relationships with project sponsors and key stakeholders (internally and externally).
  • Managing suppliers to ensure adherence to agreed scope and delivery timescales.
  • Overseeing the developing of detailed requirements statement whilst managing expectations.
  • Managing project finances including forecasting and actuals management of funds.
  • Identifying and mitigating risks and issues with the Security Programme.
  • Collaborating with service transition teams to ensure stage gate criteria are fulfilled leading up to successful Go Lives.
  • Overseeing the progression of tenders and support supplier evaluation and moderation.
