For jobs located in Wales, the ability to speak Welsh is desirable. The Department for Work and Pensions (DWP) is one of the government’s largest public service departments with a sizeable annual budget, serving over 20 million citizens. The estate spans 1.4 million square metres across 800+ sites and supports around 78,000 colleagues. Our vision includes DWP colleagues, supply chain, partners and, most fundamentally, the customers the Department exists to serve. They are the reason for our existence.
We are responsible for the day-to-day operation of our vast Estate by managing a private sector supply chain that delivers essential services such as Security Guarding, Maintenance, Property and Leasehold Management, Construction, Cleaning and Facilities Management. DWP Estates is not just about maintaining buildings - it’s about transformation. Our strategic goals include:
- Transitioning to a smaller, more affordable, and adaptable estate to meet future needs
- Investing in infrastructure through planned replacement works
- Embedding sustainability in line with Government Greening Commitments (GGCs)
- Delivering cost-effective services while maintaining high standards
- Creating a professional, best-in-class working culture across the Government Property profession
Our Estates strategy ambitions have been refreshed to take us through to 2030:
- OPTIMISE: Continue to transition to a more affordable and adaptable DWP estate that creates productive environments
- INVEST: Investment in an improved environment that better meets the needs of customers and colleagues and minimises service disruption
- SUPPORT the drive for sustainability throughout DWP
- DELIVER: Expertly deliver improving, cost-effective services for DWP
- THRIVE: Continue to develop a working culture for DWP Estates that is best in class across government
There is no better time to join the award winning DWP Estates team. This role has two principal areas of responsibility: first, leading and delivering sustainability projects that support the department’s carbon reduction, resource efficiency, and wider Greening Government Commitment targets; and second, providing design compliance oversight, ensuring that wider estates projects adhere to DWP sustainability standards, regulatory requirements, and best practice design principles.
Key accountabilities:
- Project Management: Lead and manage projects delivering against DWP’s Greening Government Commitment (GGC) targets across the estate, working closely with internal teams and suppliers. Deliver strategic goals linked to government and departmental carbon reduction, water efficiency, biodiversity enhancement, and wider sustainability priorities. Ensure project objectives reflect and support DWP’s sustainability strategy and long term decarbonisation pathways. Develop, implement, monitor and maintain detailed project plans and schedules that prioritise sustainability outcomes, carbon reduction, and resource efficiency. Monitor project progress against timelines, budgets, carbon metrics, and energy use, making adjustments to maintain alignment with sustainability targets. Ensure projects are delivered to scope, on time, within budget, and in line with DWP sustainability design standards. Maintain programme level visibility of project performance, risks, dependencies, and constraints. Communicate sustainability goals and carbon reduction expectations clearly to colleagues, supply chain partners, and contractors. Provide accurate, timely reporting to internal and external stakeholders, ensuring all statutory and internal reporting is validated and completed on time. Work closely with suppliers to ensure appropriate sustainability policies, processes, and controls are in place and effectively implemented. Identify and escalate risks affecting project delivery.
- Sustainability Design Compliance: Work with design teams, project managers, and contractors to embed sustainability requirements throughout all design stages. Ensure project specifications reflect sustainability standards, including energy efficiency, carbon reduction, and use of sustainable materials in line with our internal procedures. Review design proposals, providing specialist sustainability feedback aligned with DWP sustainability targets and the RIBA Plan of Work. Act as the primary point of contact for sustainability aspects of the JCS and WPT programmes. Represent sustainability perspectives in project meetings and decision making forums. Work with internal and external partners to identify and resolve sustainability related design or delivery issues. Ensure project designs and delivery comply with DWP policies and relevant regulations, standards. Work with project teams to manage sustainability related risks and issues, ensuring projects remain aligned to sustainability objectives. Proactive and solution focused; identifies opportunities for improvement and acts on them. Collaborative and supportive; builds effective working relationships internally and externally.
