Responsibilities
- Lead IR35 policy and governance across Defra and its Arm’s Length Bodies, ensuring guidance, procedures, and documentation remain accurate, up-to-date, and compliant with legislation and HMRC requirements.
- Provide expert IR35 advice and support to business areas, including commercial and recruitment teams, HR, project managers, and senior stakeholders.
- Oversee IR35 status assessments, ensuring consistent use of compliant tools (such as CEST) and robust supporting evidence.
- Monitor IR35 compliance across contingent labour, consultancy, professional services, and managed service arrangements.
- Design and deliver training, briefings, and guidance to improve understanding of IR35 obligations across the organisation.
