Overview
This role is based in the Cultural and Creative Industries Analysis team. The team is embedded within the Culture directorate. The directorate’s work includes: overseeing a number of public bodies (Arms Length Bodies), e.g: Arts Council England and our National Museums; supporting the wider cultural sectors; delivering our own policy, projects and programmes; and working with partners around Whitehall to promote the value of our sectors. The team is working to deliver the Arts Everywhere Fund, which includes £85 million to support urgent capital works to keep venues across the country up and running.
Our mission is to ensure high-quality evidence and analysis informs all stages of the policy cycle. Our mission is supported by 4 objectives:
- Deliver influential analysis to inform policy, delivery and strategic decisions
- Building our evidence base by identifying and filling our key evidence gaps through high quality research, data and evaluation
- Work with others (policy, ALBs, academia, ESRC, AHRC etc) to deliver joined up evidence and analysis and maximise impact
- Provide the right environment, support and opportunities for team members to flourish, developing as individuals and delivering excellent outputs, and maintaining our wellbeing.
As a embedded team we work collaboratively with our policy teams and stakeholders to drive positive change, shape policy and set direction. More recently, our work has been focussed on Government’s missions, including Health, Growth and Opportunity Mission.
You will work with the Arts Principal Research Officer to support the analytical needs of the arts team, providing support in a dynamic and varied policy area.
We are looking for a highly driven analyst with strong technical skills to work on priority analytical projects. This includes analysis of the arts sectors impact on economic growth and understanding the financial resilience organisations and the arts impact on local economies.
Given the role will work across a wide range of stakeholders including policy, ALBs, consultancies, research councils, the role is suited to those with strong verbal and written communication skills, economic and econometric skills. In addition the post holder will be required to build strong stakeholder relationships with the museum and cultural property sector, influencing the use of research data and evaluation.
You should be able to work with policy officials to think strategically about the role of evidence and analysis within the wider cultural and heritage space e.g. linking up with the Culture and Heritage Capital programme.
Responsibilities
- Delivery analysis on policy programmes ensure they informed by the latest analysis and evidence. In the past this has included analysis of the arts sectors impact on economic growth, understanding the financial resilience organisations and the arts impact on local economies.
- Engaging with policy colleagues to increase the visibility and impact of analysis and taking a proactive approach to deploying analysis and evidence and improving capabilities.
- Providing expert technical advice to business cases, working directly with ACE and other large organisations (i.e. National Theatre or the Southbank Centre) to develop robust and innovative proposals with strong economic, strategic and value for money cases.
- Working with the ACE analytical team to support their research, analysis and evaluation.
- Working with external organisations to leverage market intelligence and sector expertise. This will include building relationships with leading academics and researchers in the Arts.
