The GovPass Programme within the GPA is modernising Access Control Systems across HMG. Delivering a new UK government standard for card encryption improving building security and enabling greater interoperability through its innovative technology. GovPass is operating across the UK in HMG Estate and in some of the most iconic buildings and departments, with an aim to expand this further over the coming years.
The GovPass Senior Delivery Manager (Operations) is a critical role in the operation of the GovPass Programme across the HMG Estate. As the Senior Delivery Manager you will be responsible for the overall GovPass service operation, providing leadership and direction across the operations team and oversight of the technical services. You will also be responsible for planning and onboarding of new sites in concert with the site delivery. You will be a catalysing force in the daily operation of the GovPass Service across HMG. The Senior Delivery Manager also forms part of the GovPass leadership team which is responsible for setting the wider GovPass strategy.
You Will Have:

Key Responsibilities:
- Process development and management, ability to identify, challenge and refine complex processes to ensure simple, impactful solutions are defined and implemented.
- Planning, lead a continual planning process in a complex environment with diverse stakeholders. Actively manage dependencies across services/other government departments and coordinate delivery.
- Career management and development, responsible for the continuous professional development of the team and individual career management including annual reporting.
- Financial and commercial management, negotiate, influence or set budgets/business cases. Responsibility for complex supplier management and ensuring value for money.
- Member of the GovPass Leadership Team, support the development of the wider GovPass strategy across HMG and the GovPass operational expert. Shaping the investment and defining the GovPass Service.
Person Specification:
We are looking for an experienced Senior Delivery Manager who has:
- Strong leadership and communication skills, comfortable building and leading high performing and collaborative teams
- Ability to brief succinctly and with clarity at director level
- Customer focused and organised with an ability to rapidly analyse complex problems and find solutions
- Resilient, adaptable and comfortable working in a fast paced and evolving environment
- Driven and focused to deliver within the public sector with an emphasis on value for money
- Collaborative and inclusive ways of working and can build trust across diverse teams and stakeholders
- Catalysing change for an innovative and complex government service
- Skillfully negotiating optimal outcomes with diverse stakeholder groups
- Managing, mentoring and guiding stakeholders through the delivery and improvement of the service
Essential Criteria:
- Experience in a programme/project delivery role coordinating and managing complex deliveries
- Project Management, experience in project management, including agile and lean practices, as well as an ability to develop new and innovative ways of working
- Commercial Management, experience in contract and supplier management with an ability to negotiate with suppliers ensure value for money
- Technical Competence, experience in communicating technical solutions to non-technical stakeholders, managing expectations and moderating complex discussions and risks and technical implementations
- Financial Management, experience of managing and setting budgets and ensuring value for money
- Lifecycle Management, the proven ability to work with the right people at the right time to navigate the service lifecycle and deliver value including using evidence to continue, change direction or stop
- Delivery, experience optimising the delivery flow of teams including using innovative methodologies to unblock issues. Actively addressing the most complicated risks, issues and dependencies including where ownership exists outside the team or no clear ownership exists
- Process Implementation, demonstrable experience of analysing complex problems and creating and implementing elegant and impact processes to solve them
- Planning, clear and logical thinker, with an attention to detail who has the ability to plan and coordinate across diverse teams ensuring the very best possible outcomes
- Management and Leadership, A people person, with the ability to inspire and get the best out of others, but is also considered, valuing and supporting the individual and their own personal career journey and professional development
