Jersey Resident Non-Executive Director, Health and Care Jersey Advisory Board

About the Role:

The Minister for Health & Social Services is seeking to appoint a Non-Executive Director (NED) to sit on the Health and Care Jersey (HCJ) Advisory Board for an initial three-year term, with the option to extend for a maximum of nine years.

This is a unique opportunity to shape the future health and care provided by HCJ.

The NED will work alongside the Chair, three other non-executive directors and executive directors from HCJ. The role will focus on providing advice and recommendations to the Minster for Health and Social Services as well as visible leadership, direction and driving improvements across HCJ.

The role holder will be required to be skilled in building collaborative relationships with peers, partners and service users, committed to openness and clarity of purpose and will bring to the Board the skills, knowledge and experience necessary to ensure delivery of safe, compassionate, effective care.

This challenging and rewarding role provides an opportunity to be at the forefront of real change and helping prepare HCJ for its first ever inspection by Jersey’s independent care regulator (the Jersey Care Commission). The role will also involve shaping a positive, inclusive culture where staff are empowered to do their best work and Islanders will feel safe, heard and engaged.

Applications are being sought from Jersey residents who have personal knowledge of the Island community and its health and care system.

The Jersey resident non-executive director will be required to work approximately 30 days per annum, to include Board and Committee meetings. Remuneration will be commensurate with the responsibilities and experience required for the position.

NED responsibilities:

• With the HCJ executive directors, providing strategic leadership to HCJ, overseeing the provision of safe, accessible, compassionate, and responsive care
• advising, alerting and assuring the Minister for Health and Social Services as to quality, safety, performance and development of HCJ's services and associated risks
• delivering the Minister’s plans, policies and directions, and compliance with decisions of the States Assembly
• shaping a positive, inclusive culture for HCJ, in which service users, families, carers, and staff feel safe, heard, and engaged and in which staff are empowered to do their best work.

OVERALL PURPOSE OF HCJ ADVISORY BOARD

As a non-statutory Board, the Chair and non-executive directors will not have fiduciary and decision-making powers commonly associated with health boards across the British Isles, Commonwealth, and the US. The HCJ Advisory Board operates by providing strategic leadership to HCJ and advising, alerting and assuring the Minister for Health and Social Services ("the Minister") as to quality, safety, performance and development of HCJ's services and associated risks.

The Minister remains accountable to the States Assembly, and the public of Jersey, for health policy and the provision of services.

The work of the Advisory Board includes:

a) directing, overseeing, and scrutinising HCJ in matters related to:

• delivery of well governed, person centred care and services which meet the needs of Islanders
• provision of safe, accessible, compassionate, and responsive care
• improving quality, efficiency and cost effective of services, including the effective deployment of resources
• management of risk (clinical, corporate, financial)
• safeguarding people
• delivery of the Minister’s plans, policies and directions, and compliance with decisions of the States Assembly.

b) shaping a positive, inclusive culture for HCJ, in which service users, families, carers, and staff feel safe, heard, and engaged and in which staff are empowered to do their best work.

c) investigating matters related to delivery of services, including the interface between HCJ and other service providers.

d) seeking assurance as to HCJ’s performance across all areas of HCJ’s activity.

e) advising and making proposals to the Minister in respect of priorities for reform / improvement, public and operational policy, and resource requirements.
