Our Commercial Directorate Vision is “Delivering better diplomatic and development outcomes through global commercial excellence”. We provide end-to-end procurement and commercial solutions to deliver FCDO business, whether that\’s development programmes, corporate and people services, or managing and improving our overseas estate, IT and security. We manage relationships with existing suppliers; look for new ways to engage with potential suppliers and we have a strong focus on agile working, learning and development to ensure we can raise capabilities as well as respond to emerging global challenges. Job Description This is a Reserved role. Candidates internal to FCDO who were employed prior to 30th September 2020 are exempt from reserved status. Reporting to the Deputy Director, Estates & Corporate Services, the Global Head of Hubs leads the FCDO overseas Regional Commercial Hubs within the Commercial Directorate. With c. 40 regional Commercial Hub staff covering 5 teams from 7 hub locations globally (Manila, Mexico, Pretoria, New Delhi, Vilnius, Washington, Abuja), the role is critical for the delivery of an effective commercial service for the FCDO and its international platform. This role entails sourcing and delivering complex international contracts with key suppliers, as well as leading regional teams in support of operational procurement and contract management overseas. This is a challenging and unique opportunity to add real value and develop commercial capability across a global organisation. The role involves establishing and maintaining excellent working relationships and influence across a range of key stakeholders including Senior Civil Servant/Director and Deputy Director level, and senior business managers, suppliers, and other Government bodies. The activity of the procurement hubs is cross cutting in nature and the frontline of the procurement service overseas, therefore it is essential to cultivate and influence positive relationships across the entire Commercial directorate to support delivery. The role is to lead the regional procurement teams, managing the pastoral care aspects for country-based staff as well as motivating the hubs to deliver and achieve positive commercial outcomes in a consistent and coordinated way remotely across multiple geographies. In addition, the role will need to work closely with Finance and HR hub management to work together in providing excellent customer service to posts and areas of transformation. This high-impact role requires strong leadership, commercial and procurement expertise, risk management, international team management, and the ability to drive business change and operating model development. Excellent stakeholder and customer service skills are also needed to manage relationships at all levels, both internally and externally.
