We are now recruiting a Transition & Close Out Programme PMO Manager to provide leadership, assurance, and insight across a complex, multi workstream programme at a critical point in its lifecycle. Reporting to the Transition Lead, you will define and maintain project and programme management standards, provide expert guidance, and act as the central source of programme information, controls, and performance insight.
What You'll Be Doing
You will lead the Programme Management Office (PMO), supporting projects to achieve programme benefits and outcomes and championing the use of best practice project management standards and processes.
Your responsibilities will include:
- Establishing and operating project controls, reporting progress and status to appropriate governance bodies
- Leading PMO delivery, capability, and continuous improvement, including the development and sharing of project management processes, tools, templates, and benchmarks
- Line managing the Transition & Close-Out Programme Support Officer
- Using digital tools and data to provide insight and support informed decision making across the programme
- Supporting the development of business cases and overseeing project and programme budgets, including forecasting and cost control
- Ensuring appropriate governance is in place, coordinating external reviews, and monitoring the implementation of recommendations
- Establishing standards and assurance mechanisms for risk, issue, change, and stakeholder management
- Identifying opportunities for collaboration, reuse of methods and resources, and ensuring learning from experience is captured and shared across the organisation

Essential
- Strong experience working in programme and project management environments, with responsibility for PMO leadership, governance, and controls
- Proven ability to lead, influence, and provide assurance to project teams and senior stakeholders
- Experience developing and applying project management standards, processes, and tools
- Strong organisational, communication, and analytical skills
- Proficiency in programme and project management methodologies, techniques, and best practice
- Managing Successful Programmes (MSP) and PRINCE2 Practitioner or an APM project management qualification
Desirable
- Strong analytical capability to assess risks, resource needs, and delivery impacts
- Experience of transitioning services from one organisation to another
