The Clinical Manager of Community-Based Programs will primarily be responsible for the clinical supervision of the Behavioral Health Justice-Involved (BHJI) and Community Support Programs. This position will ensure clinical quality of enrollee experience and documentation. This position may also support the Director in the clinical management of all programs, as needed.

Essential Job Functions/Duties/Responsibilities:

  • Provide clinical support, supervision, and oversight of BHJI/CSP staff within the community and correctional facilities, including individual and group supervision.
  • Assist Program Supervisor in clinical management of behavioral health needs of patients participating in the Recovery Coaching and ED Navigation programs as needed.
  • Ensure that BHJI/CSP staff meet all related policies and procedures and attend all trainings, meetings, and supervisions.
  • Maintain a caseload as required by Director.
  • Work in conjunction with BHJI/CSP staff on cases with complex behavioral health needs.
  • Manage initial and concurrent authorizations for BHJI/CSP enrollees.
  • Maintain oversight and management of documentation and chart integrity.
  • Work with staff as needed to maintain quality documentation and accurate use of the EMR.
  • Review operational procedures to identify needs/problems from a clinical perspective and develop recommendations for improvement in conjunction with Director.
  • In conjunction with Director, provide coordination with justice entities (including House of Correction, Probation, Parole, and Drug Court) and all outpatient and community partners.
  • Create an environment where potential safety and clinical risks are identified and proactively addressed before a problem occurs.
  • Participate in the development and implementation of strategic plans, visions, goals and objectives, standards of performance, policies and procedures, and organizational structure for BHJI/CSP.
  • Participate in professional outreach activities to further develop community partnerships, potential referral sources, and the growth of the programs.
  • Ensure compliance and work in conjunction with standards pertaining to credentialing agencies such as The Joint Commission and Department of Public Health.
  • Work in collaboration with the care teams, identify appropriate level of care, and provide additional professional supports for patients as needed.
  • Train and mentor new staff.
  • Perform all other duties as assigned.

MINIMUM KNOWLEDGE, Experience, AND SKILLS REQUIRED:

  • Education: Master’s degree in behavioral-health-related field.
  • Experience: Two (2) years of experience in behavioral health and/or substance use disorder treatment. Two (2) years of management or supervisory experience preferred. Two (2) years of experience in community-based care management or hospital-based social work preferred. Two (2) years of experience in community outreach preferred.
  • Skills: Management or supervisory skills required. Knowledge of patient treatment plans/care plans.
  • Certificates, Licenses, and Registrations: LMHC or LICSW required.
