Main purpose of the role:

To lead and manage large-scale Electrical Installation Condition Report (EICR) programmes across council and housing association portfolios. The role is responsible for ensuring statutory compliance, delivering high-volume testing and remedial works within agreed KPIs, budgets, and timeframes, and maintaining excellent client relationships.

The Electrical Contracts Manager will oversee operational delivery, resource planning, and quality assurance of EICR activities, acting as the key point of contact for clients while ensuring all works comply with current regulations, including BS7671 and the Electricity at Work Regulations.

Job Description

Role and Responsibilities

  • Managing end-to-end delivery of large-scale EICR programmes, including inspection, testing, reporting, and associated remedial works across social housing stock.
  • Planning and coordinating labour, materials, and access requirements to ensure efficient delivery of high-volume EICR programmes in line with contractual KPIs and SLAs.
  • Overseeing and managing teams of electrical engineers, supervisors, and administrative staff to ensure productivity, compliance, and quality standards are consistently met.
  • Monitoring EICR outcomes, including coding (C1, C2, C3, FI), and ensuring timely completion of all remedial works in accordance with contractual and regulatory requirements.
  • Ensuring all certification and reporting is accurate, compliant, and submitted within required timeframes using relevant systems and client portals.
  • Acting as the primary client interface for councils and housing associations, providing performance updates, attending review meetings, and resolving escalations.
  • Managing programme performance against KPIs such as first-time access rates, completion rates, remedial turnaround times, and customer satisfaction.
  • Ensuring compliance with health & safety legislation, including completion and review of RAMS, site audits, and safe systems of work.
  • Conducting regular quality inspections and technical audits of EICR works to ensure compliance with BS7671 and company standards.
  • Managing subcontractors where applicable, ensuring performance, compliance, and commercial control.
  • Working closely with commercial teams to manage budgets, variations, and Schedule of Rates (SOR), ensuring financial control of programmes.
  • Supporting tendering and mobilisation of new EICR contracts, including pricing, resource planning, and programme setup.
  • Driving continuous improvement in service delivery, operational efficiency, and client satisfaction.
  • Handling customer complaints and access issues, ensuring effective resolution and minimal impact on programme delivery.
  • Producing regular reports on programme progress, risks, compliance, and financial performance for senior management and clients.

Qualification, Education and Experience Required

  • Proven experience managing large-scale EICR programmes within social housing, local authorities, or housing associations.
  • Strong working knowledge of electrical compliance, inspection, and testing requirements in line with BS 7671.
  • Demonstrable experience in interpreting EICR results, including classification codes (C1, C2, C3, FI), and managing associated remedial works.
  • Extensive understanding of UK health & safety legislation, particularly Electricity at Work Regulations 1989.
  • Proven leadership and people management experience, with the ability to manage large teams of engineers and subcontractors.
  • Experience working with Schedule of Rates (SOR), contract variations, and budget management.
  • Strong commercial awareness with the ability to manage costs and maximise contract performance.
  • Experience of working within KPI-driven environments, particularly in social housing compliance contracts.
  • Excellent client-facing skills, with experience managing stakeholder relationships and contract performance meetings.
  • Competent in using IT systems, including compliance software, scheduling systems, and Microsoft Office packages.
  • Strong organisational, analytical, and problem-solving skills, with the ability to manage multiple programmes simultaneously.
  • Knowledge of regulatory bodies and accreditation schemes such as NICEIC, NAPIT, or equivalent (desirable).
  • Full UK Driving Licence.
  • Desirable: Fully qualified electrician with relevant industry certifications (e.g., NVQ Level 3 in Electrical Installation or equivalent).
