Goodman Masson is delighted to be partnering with Moat Homes on the appointment of a Director of Strategic Asset Management. This is a high-profile strategic leadership position, responsible for shaping and delivering Moat's long-term approach to asset management, investment, sustainability and planned works across its property portfolio. Reporting to the Executive Director of Existing Homes, you will provide expert leadership across strategic asset management, ensuring Moat's homes are fit for the future, meet regulatory and quality requirements, deliver value for money and ultimately provide excellent outcomes for customers.
This is an opportunity for an established senior housing professional to play a central role in determining how Moat invests in, manages and optimises its assets over the short, medium and long term.
Your Role
As Director of Strategic Asset Management, you will lead the development and delivery of Moat's asset strategies and investment plans across three key horizons:
- 30-year long-term asset strategy
- 10–15 year medium-term investment planning
- 1–5 year short-term delivery programmes
You will ensure these strategies are aligned with Moat's wider Existing Homes strategy and organisational objectives, while ensuring the portfolio is positioned to meet future housing quality, building safety, sustainability and customer requirements. You will provide visible leadership across the Strategic Asset Management team, creating a culture of high performance, accountability and continuous improvement.
Key Responsibilities
Strategic Asset Management & Investment
- Lead the development and implementation of Moat's asset management strategies and investment plans.
- Drive asset optimisation and portfolio modelling to ensure investment decisions are based on robust data and intelligence.
- Develop property investment proposals and stock rationalisation options for consideration by the Investment Committee and Board.
- Oversee the management and investment strategy for non-domestic assets.
- Ensure investment programmes are coordinated, deliverable and aligned with Moat's strategic priorities.
- Lead the development of strategies that ensure homes meet Decent Homes, building safety and net zero / MEES requirements.
Major Works, Planned Investment & Sustainability
- Oversee the delivery of major works and stock improvement programmes.
- Provide strategic leadership for retrofit and sustainability programmes.
- Ensure annual investment programmes are delivered effectively against agreed budgets, timescales and KPIs.
- Work collaboratively with investment, major works, responsive maintenance and compliance teams to ensure programmes are coordinated.
- Ensure customer insight and engagement are embedded into programme design and delivery.
Commercial & Financial Leadership
- Lead the strategic approach to procurement for major works and investment programmes, working closely with Procurement and the Executive Director of Existing Homes.
- Challenge existing approaches to contract and programme delivery to drive improved performance and value for money.
- Embed strong commercial approaches to contract management and cost control.
- Take overall responsibility for financial management and cost control across investment and compliance budgets.
- Work closely with Finance and Insight on performance analysis, budgetary controls and financial reporting.
- Identify and pursue relevant grant opportunities to maximise Moat's investment capacity.
Data, Performance & Assurance
- Ensure Moat's asset management databases are accurate, current and reflective of the condition of its property portfolio.
- Lead programmes of data collection and improvement to ensure the organisation has reliable and actionable asset intelligence.
- Oversee relevant regulatory and external data returns.
- Develop and monitor KPIs, with a particular focus on areas of customer and business risk.
- Produce and present strategic and operational reports to Committees, the Executive Team and Board.
- Act as a key contact for internal and external audit activity.
Leadership & Stakeholder Management
You will lead and develop the Strategic Asset Management team, ensuring clear objectives, strong performance management and a culture of continuous improvement. You will also build effective relationships across the organisation and externally, working with:
- Senior Leadership Team and Executive Directors
- Customers and customer representatives
- Contractors and delivery partners
- Local authorities
- Regulators and statutory bodies
- Auditors
- Procurement, Finance and Insight teams
The role will also deputise for the Executive Director of Property and Assets when required.
About You
We are looking for an experienced senior housing leader with a strong track record in strategic asset management. You will bring:
- Significant senior leadership experience within social housing asset management.
- A strong understanding of asset optimisation and portfolio modelling.
- Proven experience operating at senior level within an asset management, property compliance, construction or facilities environment.
- Experience delivering large-scale capital works and investment programmes.
- Strong knowledge of UK housing regulation and building safety frameworks.
- Demonstrable experience developing and delivering net zero / sustainability strategies.
- Strong financial and commercial acumen, with the ability to influence strategic investment decisions.
- A degree or equivalent relevant qualification, or demonstrable relevant professional experience.
- An ability to use data, intelligence and performance information to inform strategic decision-making.
- Strong leadership and stakeholder management skills, with the credibility to influence at Executive and Board level.
It would also be beneficial to have a good understanding of tenancy management, relevant legislation, leasehold processes and other home ownership tenures.
