Head of Assets & Compliance

A leading housing association is seeking an experienced Head of Assets & Compliance to provide strategic leadership across its asset management, property compliance and building-related services.

This is a senior role with responsibility for ensuring the organisation's homes are safe, compliant, well maintained and invested in effectively, while providing strong strategic direction across asset performance and regulatory assurance.

Working closely with Executive and senior leadership colleagues, you will lead the development and delivery of asset and compliance strategies, ensuring the organisation meets its statutory and regulatory obligations while making effective, evidence-based investment decisions.

Key Responsibilities

• Provide strategic leadership across asset management, property compliance and building safety-related functions.
• Develop and implement effective asset and compliance strategies aligned with organisational objectives and resident needs.
• Ensure the housing portfolio remains compliant with all relevant statutory, regulatory and health & safety requirements.
• Provide senior-level assurance and expert advice to Directors, Executive leadership, Boards and governance committees.
• Oversee key compliance areas including fire, gas, electrical, asbestos, water hygiene, lifts and other safety-critical servicing.
• Ensure robust systems are in place for monitoring compliance, managing risk and addressing remedial actions.
• Lead strategic approaches to stock condition, planned investment, lifecycle planning and asset performance.
• Oversee the development and delivery of investment programmes, ensuring resources are targeted according to condition, risk, compliance and resident need.
• Monitor asset and compliance performance through effective data, reporting, dashboards and assurance frameworks.
• Ensure accurate and reliable property data is maintained and used to support strategic decision-making.
• Work closely with Repairs, Development, Building Safety, Finance, Customer Services and other corporate teams.
• Lead relationships with contractors, consultants and specialist service providers, ensuring high standards of delivery, performance and value for money.
• Provide effective oversight of regulatory and audit requirements, ensuring the organisation is able to demonstrate robust compliance and assurance.
• Lead continuous improvement across asset management and compliance processes, systems and governance.
• Ensure resident safety and customer outcomes remain central to asset and compliance decisions.
• Lead, develop and support technical and professional teams, creating a culture of accountability, collaboration and continuous improvement.

About You

You will be an experienced asset management and/or property compliance leader with substantial experience within social housing, a housing association, local authority or another complex residential environment.

You will have:

• Significant senior-level experience across housing assets, property compliance and/or building safety.
• Strong understanding of the regulatory and legislative environment affecting social housing.
• Experience overseeing multiple property compliance disciplines and safety-critical programmes.
• Strong knowledge of asset investment, stock condition, planned works and lifecycle planning.
• Experience developing and implementing asset and/or compliance strategies.
• Experience providing assurance and reporting to Executive teams, Boards and governance committees.
• Strong understanding of risk management, regulatory compliance, audit and assurance.
• Experience managing internal technical teams and external contractors/consultants.
• Strong financial and commercial awareness, including budgets, investment planning and value for money.
• Excellent stakeholder management and communication skills.
• A track record of delivering service improvement and embedding effective governance and performance management.
• A strong commitment to resident safety, quality homes and customer-focused services.
