Leicestershire County Council has an opportunity for a Principal Asset Surveyor within Strategic Property Services. This role offers an exciting opportunity to help manage, develop and optimise the Council’s land and property portfolio, supporting vital public services, generating value and delivering long-term benefits for the people of Leicestershire.
We require experienced, commercially aware surveyors who can provide sound strategic advice, lead complex negotiations and work collaboratively to achieve the best outcomes for the Council.
About the Role
As a Principal Surveyor, you’ll play a leading role in helping us make the best use of Leicestershire County Council’s land and property portfolio. You’ll manage a varied and high-profile caseload, provide expert professional advice, and influence decisions that support services, generate value and deliver long-term benefits for communities.
We are looking for experienced Asset Management Surveyors to drive performance across the portfolio through lease management, rent reviews, renewals, lettings, refurbishments and proactive asset planning. You’ll combine commercial judgement with strong professional expertise. You’ll identify opportunities across the estate, lead negotiations, commission and manage external advice, prepare reports and recommendations, and work with colleagues, senior officers, elected Members, partners and external organisations to achieve the best outcomes for the Council.
You’ll also help shape key strategies, plans and reports, including the Corporate Asset Management Plan and activity linked to the Investing in Leicestershire Programme, ensuring our property portfolio is managed effectively, sustainably and in the best interests of Leicestershire residents. Due to the nature of the role, you will be required, on occasion, to work outside your normal working hours.
About You
To apply for this post, you must be able to evidence in your application how you meet the following criteria:
- A degree or equivalent qualification in Real Estate, Planning and Property Development, or another relevant discipline appropriate to the role, plus full RICS membership.
- Significant post-qualification experience in asset management of a wide range of leasehold and freehold land and property.
- Significant experience in landlord and tenant matters, including law, principles, negotiation and valuation, and experience of the investment market and analysing data to understand current conditions and trends.
- Relevant local government experience plus significant experience in appointing and monitoring external agents and solicitors and of valuing a broad range of different types of property.
- Good working knowledge and experience of advising on securing planning permissions and marketing.
- Knowledge of preparing budgets/spending profiles, construction matters, and a willingness to keep abreast of current events and practice in asset management.
- Hold a valid driving licence and have access to a vehicle for work purposes.
