An exciting opportunity has arisen for a Principal Transport Strategy Officer within the Transport Strategy and Policy Team in the Environment and Transport Department. We are looking for someone to lead on the delivery of the Local Transport Plan (4), ensuring that it is in line with the County Council’s Strategic Outcomes and aligns with the Department of Transport’s guidance.

About the Role

You will have the vision to identify and lead on / coordinate work to commission transport evidence base work (studies, etc.) and the provision of commentary on transport study work as necessary. You will have experience of supporting a portfolio of transport projects with a knowledge of project management principles. You will provide advice and support in the:

  • Development of commissioning strategies / plans and other relevant highways and transportation strategies and policies.
  • Input into other, wider authority economic, social and environmental strategies / strategic documents (e.g. Economic Growth Action Plan and Strategic Infrastructure Plan); and
  • Input into external parties’ economic, strategic planning, social and environmental strategies, (e.g. Leicester City Council, district councils).

You will enjoy working in a fast-paced environment with a range of priorities. In return you will get a chance to manage and support exciting and innovative transport projects that will provide the blueprint for how the Department works in the future.

You will be required to:

  • Deputise for the Team Manager.
  • Assist with the undertaking of service reviews.
  • Assist with budget coordination and monitoring.
  • Participate in recruitment, induction, training and development programmes to help develop the service and ensure it has the skills it needs, including to undertake Personal Development Reviews (PDRs); and
  • Ensure staff have appropriate training, including Health and Safety.

About You

To apply for this post, you must:

  • Degree or equivalent (e.g. NVQ Level 5/ BTEC Advanced Professional Diploma) Or demonstrable experience of strategy and policy development.
  • Conducting and managing significant research projects to collect and analyse evidence, such as evidence bases, or analysis/use of evidence to inform decision making, bid development, project development, etc.
  • Provision of written and verbal advice and guidance to inform decision making, including by senior managers and Elected Members.
  • Knowledge of current transport legislation, policies and procedures.
  • Knowledge of transport strategy and policy framework development or development.
  • Lead and deliver sustainable, collective high performance through leadership, the setting of clear priorities and a strong approach to performance management.
