The responsibilities include coordinating supervision, training, and supporting staff delivering treatment-related services to all clients entering the programs. Develop and implement in-service training components and staff development programs. Maintain relevant statistical information as required by supervisors for research and development. Provide support to program staff to ensure clients receive appropriate services based on assessed needs.

Scope of Duties:

  • Interact (verbally and non-verbally) with all clients, staff, and community members professionally, with respect and courtesy.
  • Maintain client and staff confidentiality in compliance with administrative policies and procedures.
  • Attend and participate in regularly scheduled staff meetings, supervisory conferences, and training sessions.
  • Prepare recommendations for the annual budget with input from direct reports, anticipating personnel and operational needs for the upcoming fiscal year.
  • Ensure contract compliance and maintain positive relationships with funding sources.
  • Provide administrative oversight of the facility.
  • Ensure the development, implementation, and enforcement of all policies and procedures, state regulations, and client rights.
  • Develop a strategic plan ensuring that programs and services align with the organization's mission.
  • Oversee all operational functions, including managerial, personnel, fiscal, and reporting requirements.
  • Establish and implement a formal quality assurance process addressing all levels of treatment programming and client care.
  • Monitor the quality of services provided at the facility, including review of program outcomes via NJSAMS.
  • Ensure personnel duties are assigned based on educational background, training, competencies, and job descriptions.
  • Use relevant criteria for evaluation, hiring, and promotion decisions.
  • Ensure the provision of timely staff education and supervision.
  • Establish and maintain communication with facility staff, service providers, community resources, and clients.
  • Network with other community agencies to develop additional resources for treatment support and aftercare.
  • Oversee the development and implementation of policies and procedures in collaboration with designated staff, ensuring they are shared with the governing authority.
  • Ensure admission meetings with clients comply with state regulations.
  • Maintain a safe and compliant physical plant, adhering to all regulatory standards, building, fire, and safety codes.
  • Identify priority populations (e.g., HIV, IV drug users, women, women with children) for admission and treatment, providing appropriate services or referrals as per protocols and policies.
  • Address DAS plans of correction, licensing deficiencies, and complaint reports according to regulations.
  • Conduct regular, unscheduled off-hour visits to programs.
  • Follow all safety and security procedures mandated by VOADV, licensing agencies, and funding sources.
  • Represent the agency and participate in external coalitions, committees, and meetings.
  • Provide ongoing feedback regarding program initiatives, philosophy, models, and approaches.
  • Meet weekly with the Treatment Team to review service delivery and staff development plans.
  • Ensure timely completion and submission of required reports to funding sources.
  • Oversee the administration of drug and alcohol screenings as needed.
  • Obtain LSI-R Training and Certification within 60 days of hire.
  • Complete training in at least one core curriculum within 180 days of hire and obtain certification within 12 months.
  • Attend court and parole hearings as subpoenaed or assigned.
  • Perform other duties as assigned.
