Employed by London Borough of Camden, the Portfolio Management Lead will be based in North London Waste Authority (NLWA), serving Camden and six other north London boroughs that make up its membership.
About the role
Are you ready to lead transformative change in North London? We’re seeking a dynamic and strategic Portfolio Management Lead to join our Corporate Services Directorate. This pivotal role is at the heart of delivering high-impact programmes that benefit residents and shape the future of waste management and sustainability in the region.
As the Portfolio Management Lead, you will oversee the planning, coordination, and execution of complex programmes, ensuring alignment with strategic goals and operational excellence. You’ll work closely with senior leaders, political stakeholders, and private sector partners to drive change across multiple organisations, including NLWA, NLHPP, and London Energy Ltd.
You’ll lead a high-performing Portfolio Management Office (PMO), manage resources, and implement systematic methodologies such as PRINCE2 or APMQ to deliver change. Your work will span short-, mid-, and long-term priorities, requiring exceptional change management skills and the ability to navigate complex stakeholder environments.
This role is also about shaping the future—developing inclusive strategies, managing risk, and ensuring financial sustainability. You’ll champion equality, innovation, and collaboration, while embedding a culture of learning and empowerment across teams.

About You
You’re a strategic and results-driven leader with a strong background in managing complex change programmes and portfolios. With a degree or equivalent qualification, you bring deep knowledge of project management, procurement, financial control, and legal frameworks in a project environment.
You have a proven track record of delivering high-value (£10m+) programmes, developing business cases, and leading PMO functions from inception to completion. Your ability to simplify complex information, influence diverse stakeholders—including government and senior leadership—and navigate evolving policy landscapes sets you apart.
You’re collaborative, analytical, and solutions-focused, with excellent communication skills and a “can-do” attitude. You thrive in dynamic, politically motivated environments and are committed to innovation, continuous learning, and inclusive leadership.

About North London Waste Authority (NLWA)
Our mission is to preserve resources and the environment for future generations by exemplary planning, innovation, and communication in managing north London’s waste. We serve two million residents in seven boroughs and run communications and engagement campaigns to help them reduce their rubbish and recycle more. We campaign for government and industry action to reduce unnecessary single-use items, encourage reuse and repair and promote effective recycling.
To help tackle the climate emergency and prevent rubbish going to landfill, we are building the greenest Energy Recovery Facility in the country and modern recycling facilities at the Edmonton EcoPark, through the North London Heat and Power Project.
Working for NLWA
The post-holder will work for NLWA and be based at NLWA’s office in Tottenham Hale but be employed by London Borough of Camden through whom NLWA staff are employed. The North London Heat and Power Project is located at Edmonton EcoPark.
