What we do: We support the Prime Minister and ensure the effective running of the government. We are also the corporate headquarters for the government, in partnership with HM Treasury, and we take the lead in certain critical policy areas. Cabinet Office is a ministerial department, supported by 29 agencies and public bodies.

About the job: This role sits in the Government People Group which is the strategic centre for the HR Function in the Civil Service. Resourcing Policy and Practice (RPP) deliver key strategic and ministerial priorities in recruitment and resourcing space, which span the whole Civil Service. The Higher Executive Officers (HEO’s) will be working in the Resourcing and Secondments Expertise (RaSE) team within the RPP. The team’s work areas, including secondments, are receiving increasing focus across government as departments look to share skills and bring in new expertise. Our team provides the core guidance and support needed to facilitate this.

This post offers an excellent opportunity to quickly develop core operational and policy skills within a busy, high-profile team, contributing to the delivery of several priority resourcing policy and strategic workstreams. As a central liaison point, this role includes communicating effectively with teams, managers, and staff across departments to collect necessary information, chase progress updates, and ensure smooth information exchange.

Role Overview: This HEO role is a vital support position, ensuring the RaSE team operates efficiently every day. The postholder will provide essential work across the team's priority resourcing programmes and workstreams.

Key responsibilities for this post may include:

  • Workplan Management: Regularly managing and updating the Team’s workplan and proactively flagging any risks to delivery against deadlines.
  • Enquiry Management: Acting as the primary point of contact for routine and programme/policy-related queries. This involves actively managing shared inboxes, accurately logging and triaging email queries, and drafting clear, quick responses regarding: Secondments, Reserve Lists, SCS Handbook, Employment History Checks, Assignment Duration.
  • Briefings & Reporting: Supporting the preparation of clear briefings, reports, and information packs for ministers and senior leaders.
  • Secretariat Duties: Managing the secretariat function for the Secondments Network, GovXchange programme working group, and other stakeholder meetings. This includes tracking actions, distributing internal communications, and ensuring policy documents are filed and reported on correctly.
  • Data Management: Managing secondments and recruitment data returns (including core recruitment metrics) and summarising key data from various sources into simple spreadsheets to assist with routine reporting.
  • Benchmarking & Analysis: Supporting the development of recruitment data benchmarks through engagement with departmental and external stakeholders.
  • Database Development: Working alongside data leads and tech partners to ensure the new digitised database of core recruitment data is designed, maintained, and evaluated according to the programme plan and the quality expected by cross-governmental stakeholders.

Knowledge and Skills: What skills are needed?

  • Data confidence. Ability to interpret routine data and numerical information, drawing out clear, simple insights to support evidence-based policy discussions.
