As Group Head of Streetworks (Operational), you will provide strategic leadership across the business, driving operational excellence, compliance, and commercial performance across multiple contracts. You will lead the development and delivery of best‑in‑class Streetworks performance, ensuring compliance with legislation, quality standards, and client requirements, whilst identifying opportunities to reduce cost of failure and improve overall business performance.

This role will play a critical part in shaping Streetworks strategy across the wider business, working collaboratively with operational, commercial, compliance, and client teams to drive continuous improvement and embed a culture of accountability and operational efficiency.

Key Responsibilities
  • Lead on Streetworks across the business
  • Develop and implement Streetworks strategies focused on compliance, operational efficiency, and reduction of cost of failure
  • Provide coaching and direction to Operational Managers, Site Managers, operational teams and support teams, ensuring high performance and consistent standards across the business
  • Ensure full compliance onsite with the New Roads and Street Works Act (NRSWA), Traffic Management Act (TMA), permit schemes, and local authority requirements
  • Drive improvements in permit condition adherence, reinstatement quality, SLG compliance and defect reduction
  • Create and deliver an action plan to manage outstanding defects and a glide path to compliance
  • Create an onboarding process for new starters and contractors
  • Analyse Streetworks trends, financial exposure, and operational data to identify risks and opportunities for improvement
  • Support investigations into Streetworks failures, fines, and penalties, implementing corrective actions to minimise repeat occurrences
  • Implement an auditing process for live and completed works
  • Drive improvements in the Streetworks UK Protocol performance
  • Work closely with operational delivery teams to improve planning, coordination, and right‑first‑time performance
  • Build and maintain strong relationships with clients, local authorities, and internal stakeholders
  • Ensure contractual KPIs and service level agreements are consistently achieved or exceeded
  • Support business growth by contributing to mobilisation activities, tenders, and operational improvement initiatives
  • Promote a culture of continuous improvement, compliance, safety, and accountability throughout the business
  • Identify innovation opportunities to improve the reinstatement and SLG process
Experience and Qualifications
  • Significant leadership experience within Streetworks, Highways, Utilities, or Infrastructure environments
  • Extensive Highways Authority knowledge
  • Extensive knowledge of NRSWA, TMA, permit schemes, and Street Manager
  • Strong commercial awareness with experience managing financial performance and reducing operational cost of failure
  • Experience influencing senior stakeholders, clients, and local authorities
  • Excellent analytical, organisational, and communication skills
  • Ability to drive change, challenge existing processes, and implement operational improvements
  • Strong understanding of compliance, performance reporting, and contractual governance
