It will focus on the resilience, response and preparedness of the Trust staff and GMS to ensure the constant delivery of safe working environments and ensure that the delivery of patient care it at the forefront of everything we do.Expected interview date: 28/10/2025Main duties of the jobTo ensure that the ethos of EPRR is embedded across the Trust and is considered at all times when changing or developing services.Regular attendance at Trust Board sub committeesOverall responsibility for the effective running of the operational and clinical on call rotasProviding support to operations on non-clinical issues and risks affecting multiple teams/directorates e.g. transport failuresOversee the assurance process for operational continuity on planned ICT Developments as affected by EPRRBe the Trust lead for the strategic developments of the ICS business continuity strategyAbout usWe are asking for an experienced leader to join our team of committed and enthusiastic individuals in shaping the future of EPRR for the Acute Trust in co-operation with the new look NHS community. We provide a dynamic and exciting environment with unique opportunities to plan, respond, test and execute responses which will support the delivery of high quality care and facilities to our patients and staff.Working with colleagues from the ICB, GCC and GHC as well as colleagues from the LHRF you will be responsible for shaping the team and being ready and planning for more significant events and emergencies which support the local communities of Gloucestershire.Someone with excellent ideas and organisational and leadership skills, we need you;Job responsibilitiesReporting to the Deputy Chief Operating Officer (DCOO), with a line of accountability to the Trust Accountable Emergency Officer (AEO) – Chief Operating Officer (COO) the post holder is responsible and accountable for leading the Trust Resilience team to ensure the Trust has the necessary systems and processes in place to respond to planned and unplanned events that impact on the Trusts ability to deliver its core functions. The focus must be on protecting the Trust, its staff and the patients it serves. You will deliver specialist advice, guidance and operational delivery systems and processes which will ensure the Trust can discharge its statutory responsibilities to the people it serves. You will need to provide the DCOO & AEO to the Trust and assurance to the Trust Executive and Board that the organisation meets its legal duties and responsibilities. These requirements are laid down in Government Acts and specific requirements of NHS England such as:The Civil Contingencies Act (2004) legal responsibilities.NHS England EPRR Core Standards – to comply with the EPRR Core Standards.The Mental Health Act Code of Practice.Health and Social Care Act (2012) – Section 46 Legal duty to prepare for emergencies.NHS Standard Contract – Section 30 Contractually required to prepare for emergencies;NHS England Business Continuity Management Framework 2013 continuity of key services.1.Key ResponsibilitiesThe post holder will coordinate the Trusts response to the EPRR agenda working with Divisional and Corporate leads to ensure the Trust is able to report to the EPRR agenda.The post holder will liaise with the professional leads within Gloucestershire Managed Services (GMS) such as the designated lead for Fire, Water safety, Estates as needed and jointly assured of BCI plans.The post holder will be the subject matter expert for EPRR matters within the Trust and act as a conduit for all guidance and information during incident response and on a day-to-day basis.The post holder will work autonomously, making highly complex decisions daily to meet and achieve defined resultsThe post holder is responsible for compiling the Trust annual business plan in relation to EPRR, developing the strategy for each area of activity to secure the delivery of EPRR compliance, this will include but not limited to:Development, approval and review of all EPRR related plans and policiesDrafting and approving of EPRR related reports and policies including Business Continuity, Critical and Major IncidentResponsible for the design and delivery of the Trusts EPRR functions, maintaining and improving standards of such preparedness across the organization and provide leadership on specialist emergency preparedness and resilience issuesEnsure the Trust is represented at all resilience forums and sub-groups, and as required to specific incident or event responses at local, regional and national level.Accountable for the design and delivery of highly complex and detailed EPRR training and exercise programmes for all staff across the Trust whilst ensuring that the training material is adapted to meet the requirements of its audience, this will be done in conjunction with multi- agency partners. The post holder will be a Silver Manager on-Call2. Management and LeadershipResponsible for the line management of the EPRR team, and ensuring the Team meet all departmental and Trust objectives in relation to EPRRAccountable for staff and budgetary management relating to EPRR function, this also includes checking and maintaining of all EPRR related equipmentEnsure the EPRR corporate responsibilities are met and provide assurance to the Deputy COO & AEO that it complies with relevant legislation and guidance.Develop and contribute to professional relationships within the Trust, other commissioners, NHS funded organisations and multi-agency partners that facilitate the continual development of local and national EPRR arrangements.To deliver and co-design the training materials to support Silver and Gold On-call managers; incident response and ensure consistency across the system and other more specialist areas (ICT, IPC) as needed3. Planning and OrganisationWork closely with the executive directors, their deputies and communications teams to ensure appropriate communications and media response by the Trust to significant events and emergencies. This includes highly complex, sensitive or contentious informationHave in-depth knowledge of and ensure the implementation of Integrated Emergency Management within the Trust.Lead the annual assessment of CBRN and EPRR compliance for the Trust. Provide an Annual Report to the Trust Board.To design and maintain templates and presentations, including archives of incidents, IMT and declared events.To produce and deliver an annual schedule of learning events (internal and external) which supports the compliance and requirements set out in law.The post holder will be the subject matter expert for the Trust, providing advice guidance and support in response to specialised incidents such as CBRN.Ensure the Trust undertakes regular self-assessment and supports peer assessment against local and national standards for EPRR and Business Continuity Management (BCM)4. Communications and Working RelationshipsMaintain awareness of national developments and strategies and ensure where applicable these are communicated, considered and implemented as appropriate.Provide regular reports to Risk Management Board (and other committees and Boards as required) on EPRR functions, ensuring risks are appropriately monitored, managed and escalated to the appropriate Director as required.Work closely with the Director and Trauma Network Managers to develop a co- ordinated approach to incident management and business continuity events.Accountable for the Business Continuity Management process, ensuring process and procedures are embedded within Trust services.The post holder will maintain and develop existing knowledge, skills and abilities in accordance with professional bodies.Person SpecificationExperience and QualificationsFormal Qualification in a related field or relevant experienceTraining Qualification or evidence of training delivery for peersAppropriate public sector experience in a relevant discipline/areaManagement of business continuity planning or operational experienceexperience at middle management/leadership role (7/8A minimum)Degree or Postgraduate qualification in EPRR or related discipline (Dip in HEP)NVQ 5 or above in a vocational roleAttended a MAGIC CourseKnowledge and SkillsEvidence of delivery of plans and reports in a multidisciplinary environment.Training Qualification or evidence of training delivery for peersEvidence of delivery of plans and reports in a multidisciplinary environment.
