About The Team & Role
We are looking for an experienced and proactive Commissioning Manager to lead the delivery and ongoing development of the Crisis and Resilience Fund, alongside supporting wider commissioning priorities across Gloucestershire. This role is central to ensuring timely, effective support for individuals and families facing financial hardship and crisis. You will drive high-quality commissioning, contract management and performance oversight, ensuring services are responsive, equitable and deliver strong outcomes for residents. You will play a key role in shaping how funding is used to maximise impact, using data and insight to inform decisions, strengthen resilience within communities and ensure value for money.
Key responsibilities include:
- Leading the commissioning, contract management and performance monitoring of services funded through the Crisis and Resilience Fund.
- Using data and insight to inform strategy, track outcomes and drive continuous improvement.
- Managing programme budgets, including oversight of spend, forecasting and ensuring compliance with grant and funding requirements.
- Developing robust performance frameworks and producing clear reports and dashboards for internal and external stakeholders.
- Building and maintaining strong relationships with providers, district partners and voluntary and community sector organisations.
- Ensuring services meet quality standards, safeguarding requirements and audit expectations.
- Supporting the wider commissioning function, contributing to strategic planning and service development across related programmes.
About You
We're looking for someone who:
- Has strong commissioning and contract management experience, ideally within public sector, welfare support, or community-based services.
- Is confident using data and performance information to inform decisions and improve outcomes.
- Has experience managing budgets and delivering value for money within funded programmes.
- Has excellent stakeholder engagement and communication skills, with the ability to work collaboratively across organisations.
- Is well organised, detail-focused and able to manage competing priorities effectively.
- Is confident using IT systems and Microsoft Office tools, particularly Excel, Teams and SharePoint.
- Is passionate about supporting vulnerable residents and improving access to crisis support and longer-term resilience.
Experience of working with grant-funded schemes, financial inclusion, cost of living support, or partnership delivery models is desirable but not essential.
