About the Role
As a Commissioning Manager, you will play a key role in delivering the commissioning cycle: developing and managing programmes that ensure effective, efficient, and outcome‑focused adult social care services. Working within a collaborative commissioning team, you will lead on a portfolio of projects, manage capacity across programmes, and drive innovation through data‑led decision making. You will also support and deputise for senior leaders where required, ensuring continuity and strong leadership across the function.
Key Responsibilities
- Lead and deliver commissioning programmes and projects, including higher‑risk and complex initiatives.
- Develop and oversee detailed programme and project plans, including resourcing and communications.
- Manage and allocate capacity across commissioning activities to maximise efficiency and impact.
- Line‑manage and develop commissioning staff, supporting workforce planning and capability building.
- Use qualitative and quantitative data, stakeholder feedback, and performance insights to shape service design and improvement.
- Build strong relationships with providers, partners, and stakeholders across multi‑agency environments.
- Lead governance processes, including business case development, risk assessments, and approvals.
- Oversee contract monitoring for high‑value and higher‑risk services, ensuring quality and compliance.
- Act as a subject‑matter expert within the commissioning cycle and provide escalation support when required.
About You
You will be a confident and experienced commissioning professional with a passion for improving outcomes in adult social care. You will have:
- Significant experience in commissioning, including complex and high‑risk projects.
- Experience managing programmes, budgets, and teams.
- Excellent programme and project management skills.
- Strong commercial awareness, including procurement and contract management.
