Gloucester City Council is seeking an experienced and disciplined property professional to take on the pivotal role of Strategic Lead for Property & Assets. This is a senior leadership position at the heart of the organisation, responsible for the safety, performance and long‑term value of a diverse and operationally critical estate. From frontline service buildings to commercial and community assets, the way we manage our property directly affects service resilience, public and workforce safety, and the Council’s financial sustainability.

Why this role matters

Robust property management at Gloucester isn’t just important — it’s mission critical. You will bring clarity, grip and assurance across our property and facilities functions, ensuring buildings are safe, compliant, well maintained and reliable. Alongside this, you’ll shape and deliver our wider asset management approach, making confident, evidence‑based decisions about what to retain, improve, repurpose, acquire or dispose of.

What you’ll be responsible for:

  • Providing strategic and operational leadership across property, estates and facilities management
  • Ensuring statutory compliance, building safety and operational reliability across the estate
  • Leading the development and delivery of the Council’s commercial asset management strategy
  • Overseeing disposals, acquisitions, valuations, leases and tenant arrangements
  • Working closely with Finance, Planning, Major Developments and senior colleagues to ensure assets support corporate priorities and long‑term sustainability
  • Providing clear, professional advice to Members, senior officers and leadership teams within a political and governance‑led environment
  • Leading and developing a multi‑disciplinary team of estates surveyors, building surveyors, facilities managers and property professionals

Who we’re looking for

You’ll be a confident and credible senior property professional who understands that strong asset management is about control, judgement and accountability, as much as opportunity. You will ideally bring:

  • Significant experience leading property and asset management within a complex organisation
  • Strong understanding of public‑sector governance, assurance and financial reporting
  • Proven ability to influence senior stakeholders and elected Members
  • Experience balancing commercial, operational and community priorities
  • A leadership style that builds trust, consistency and high professional standards

What you’ll get

  • A genuinely influential role with ownership of the Council’s estate
  • The opportunity to bring stability, assurance and long‑term improvement to a critical service area
  • A supportive, high‑trust working relationship with the Director of Place, Assets & Regeneration
  • The chance to make a visible, lasting impact on Gloucester’s services and communities
