Gloucester City Council is looking for an experienced and confident Major Projects Manager to lead the delivery of a high‑profile programme of capital projects that will shape the city’s future. This is a pivotal role within the organisation, responsible for turning ambition into delivery — managing complex projects, securing and deploying funding, navigating political environments, and ensuring that major investment delivers real, lasting benefits for Gloucester and its communities.
About the role
You will lead the development and delivery of significant capital projects that support economic growth, regeneration and community development across the city. Working as part of the Council’s wider management team, you will:
- Provide expert advice to Senior Management Team, Cabinet and the Major Projects Board
- Ensure strong governance, reporting, assurance and compliance across all major projects
- Secure external funding (including grant funding) and ensure successful delivery of funded programmes
- Act as the Council’s internal expert on project and programme management, supporting best practice across the organisation
- Manage risk, budgets, timescales and quality in a high‑profile public environment
- Build and maintain strong relationships with councillors, partners, developers and consultants
- Champion social value and asset‑based community development, embedding these principles into capital schemes
- Position Gloucester as an attractive destination for inward investment and economic growth
What we’re looking for

Qualifications
You will ideally hold:
- A recognised Project Management qualification (PRINCE2 / Agile)
