About The Role

PD&MSP Group are now looking for an experienced HSE Lead (Operations and Projects) to join our team in Grangemouth on a full-time, employee basis. The role will involve supporting our EPC contract. We are looking for someone who has a CDM background, strong leadership skills, audit and investigation experience and to drive and maintain HSE excellence across all aspects of the project. Strong focus on Risk Management/workpack review/legal compliance and contract compliance with history compiling and reporting on KPI’s. This is a great opportunity to be part of our HSE & Project Management Team, work closely with our engineering and execution team and ensure PD&MSP are delivering safety throughout the project.

Role Summary

The HSE Lead (Operations & projects) is required to develop contract wide culture whereby contributors will execute the project with no harm to people or the environment. To ensure that all contract uncertainties are systematically identified, assessed, and proactively managed in order to maximise opportunities whilst managing possible threats. Build a culture of personal accountability where safe behaviours are re-enforced and at-risk behaviours are challenged.

Responsibilities

  • Provide positive HSE leadership for all contracts on HSE issues and promote the adoption of HSE best practices and industry standards.
  • Promote an enthusiastic HSE culture that delivers positive commitment and engages all personnel in continuous HSE performance improvement.
  • Attend Step change events as appropriate.
  • Offshore mobilisation work when required to support HSE function.
  • Provide assistance and advice to Contract Managers on all aspects related to HSE.
  • Contribute towards developing annual HSE Objectives for Contracts. Monitor and report on the implementation and effectiveness.
  • Produce HSE performance reports as required.
  • Participate in Incident investigations, leading as necessary, ensuring that methods of investigation and reporting appropriate to the incident are utilised. Ensure that lessons are established and learned and shared with all stakeholders.
  • Regular Interfacing / liaising with Clients, subcontractors and vendors.
  • Undertake periodic reviews of environmental, health and safety systems to ensure compliance with industry standards and requirements and/or legislative requirements.
  • Reporting to management on the status and performance, environmental, health and safety systems.
  • Ensuring the promotion of awareness of customer requirements in relation to HSE to appropriate stakeholders.
  • Undertake Internal Audits.
  • External vendor audit and evaluation.
  • Development, design and delivery of internal HSE workshops.
  • Delivery of comprehensive Company HSE Inductions, ensuring induction is valid and up to date with Client information and Industry standards.
  • Undertake tender review and preparation of documentation in a timely and accurate manner.
  • Oversee and undertake administration of environmental and health and safety systems ensuring details remain up to date.
  • Assist when required with, Interfacing / liaising with formal certification body of Company (LRQA) and with those of Clients, as applicable.
  • Responsible for assisting with maintenance of internal and external audit programmes and for issue, control and close out of NCRs.
  • Responsible for ensuring the maintenance of environmental, and health and safety records, including Company KPIs.
  • Compilation of safety statistics.
  • Develop new HSE procedures for management of quality assurance, health and safety and environmental management systems or review in line with project change requirements.
  • Procedure and document preparation and implementation.
  • Assist with HSE data for Management Review Meetings.
  • Comply at all times with Company’s Environmental, Quality and Health and Safety at Work Act Policies.
  • Assist the Company in understanding legislative requirements and providing clear and concise advice on meeting these requirements.
  • Liaise with all PD&MSP Group staff both onshore and offshore and provide advice, guidance and support, on all aspects and matters concerning HSE.
  • Have responsibility for ensuring correct document storage as per the Company defined processes.
  • Promote the external image of the Company through effective HSE management.
  • Provide HSE support to the Projects / Contracts Management Team to ensure HSE compliance.
  • Liaise with clients, suppliers/subcontractors for the transmission of HSE information and advice, where appropriate, to ensure that they are made aware of the PD&MSP Group policy towards HSE.
  • Promote and monitor compliance to the Company Integrated Management System.
  • Assist Projects with coordination and return of client required HSE Information.
  • Responsible for ensuring professional development is maintained and identified competency requirements are undertaken in a timely manner.
  • Adherence to the company integrated management system.
  • Compliance with quality assurance, health and safety and environmental policies.
  • Demonstrate and promote PD&MSP QHSE principles and lead by example.
  • Ensure unsafe activities are challenged.
  • Adherence to the requirements of the best practice standards recommendations and processes in the undertaking of duties, in particular, risk assessment and control, reliability and failure prevention necessary to ensure the safe design, provision and use of tools, equipment and systems.
  • Demonstrate and promote PD&MSP values and lead by example.
  • Ensure direct report performance reviews are carried out within the required timescales (where applicable).

About You

Qualifications

  • NEBOSH General Certificate in Health and Safety or equivalent.
  • Membership, or working towards membership, of a role appropriate recognised professional body (preferred).
  • Internal Auditor (IRCA) Certificate to one of the recognised standards.
  • Educated to standard grade level or equivalent, with a pass in Maths & English.

Experience / competence

  • Demonstrable experience in developing and maintaining environmental, quality assurance and health and safety systems.
  • Previous experience in a similar role.
  • Knowledge of QHSE Legislation, Codes and Standards.
  • Experience of QHSE Management Systems in line with ISO 9001, ISO14001 and OHSAS 18001 or equivalent.
  • Exposure to QHSE Management Systems in line ISO/TS29001 and PED97/23/EC (preferred).
  • Demonstrable experience of delivering a safe operation in the work environment.
  • Understanding of contractual, commercial and cost issues.
  • Demonstrable experience in conducting Audits and Investigations.
  • Demonstrable experience of working within, and contributing towards, a certified Management System.
  • Demonstrable experience of Risk Management and Incident Investigation.
  • Demonstrable experience of training of others in HSE best practice.
  • Competent in the use of MS Office Applications.
  • Experience in managing and developing others.
  • Excellent written and spoken English.
