Global Witness invites request for proposals from qualified consultants or firms to conduct an independent final evaluation of the grant, “Promoting Domestic Resource Mobilisation for a Just Energy Transition” funded by the Norwegian Agency for Development Cooperation (NORAD)

The objectives of the evaluation will be:
- To assess the relevance and contribution the activities and outputs carried out under the grant made towards achieving the desired grant outcomes
- To assess to what extent the outcomes of the project have been achieved (or are on-track to be achieved)
- To identify key experiences and lessons learnt from the conception and implementation of the project, providing practical recommendations on how apply to these to future Global Witness and partner campaign work
The desk-based evaluation will include online interviews with key campaign team members from Global Witness and partner organisations, and a range of other stakeholders.
It will assess the grant’s progress and effectiveness across regional and global levels, culminating in a final report that also offers practical recommendations to strengthen Global Witness campaigns.
Scope of the evaluation
We would require the evaluation to cover:
- Period under review: The evaluation will cover the period from 1 December 2022 until the 31 December 2025, or at least until the time of the evaluation.
- Geographical scope: For the purposes of this evaluation, we will focus on work that has spanned sub-Saharan Africa and policy/advocacy work in the US, UK, EU and China.
- Programmatic scope: This evaluation will review the relevance and effectiveness of work across all current two intended grant outcomes over the life cycle of the grant.
- Organisational scope: The evaluators will need to consult representatives from three main groups of grant participants; (1) The Global Witness Transition Minerals team & relevant directors (total team 14 people), (2) Resource Justice Network (formerly Publish What You Pay), and (3) their four partner organisations in DRC, Mali, Ghana and Madagascar.

To bid for the evaluation contract, you are required to submit a formal proposal outlining your qualifications, proposed methodology, pricing and proposed start date and timeframes.
Please ensure that your proposal addresses the criteria outlined in the PDF resource attached and includes at least the following elements:
