As Preconstruction Project Manager, you will lead the day-to-day management of the preconstruction phase for new developments and major redevelopment projects across Europe. You will be responsible for driving projects from inception and feasibility through concept design, detailed design, and tender-stage development, ensuring schemes are fully prepared for market release. Working closely with internal stakeholders and external consultants, you will coordinate and manage the delivery of key project partners, including Project Managers, Quantity Surveyors, Architects, and Engineering teams, ensuring programmes, budgets, and design objectives are achieved throughout the preconstruction lifecycle.

Key Responsibilities

  • Oversee the Design Quality Management Process throughout the preconstruction stage, ensuring all outputs meet project standards and client expectations.
  • Develop and implement comprehensive design management systems, procedures, and governance frameworks to drive consistency and efficiency across all design activities.
  • Manage design information schedules and value engineering to align with budgets and project goals.
  • Ensure full compliance with local permitting requirements, statutory regulations, and authority approvals, proactively addressing potential risks and delays.
  • Identify, evaluate, and implement innovative design solutions, materials, and technologies to enhance quality, sustainability, and cost-effectiveness.
  • Establish and maintain standardised frameworks for cost, quality, and programme control, ensuring transparency and accountability.
  • Advise and lead contract negotiations for design programmes and associated costs, securing favourable terms and mitigating contractual risks.
  • Prepare and deliver monthly management reports, providing clear visibility of project financials, cash flow forecasts, programme performance, key risks, and progress against delivery milestones.

Combining technical understanding with commercial awareness, you can confidently oversee design development, manage external consultants, and ensure projects progress efficiently while balancing cost, programme, quality, and risk. You enjoy bringing structure and clarity to complex projects, working collaboratively with architects, engineers, quantity surveyors, and project managers to develop robust, buildable solutions that meet business objectives. Comfortable challenging assumptions and driving value engineering initiatives, you have a keen eye for identifying opportunities to improve quality, reduce risk, and optimise project outcomes. Above all, you take pride in delivering high-quality preconstruction programmes that provide a seamless transition into construction and support long-term business success.

Key Requirements

  • Act as a trusted partner to Development Managers, Technical Directors, Regional Construction Managers, Site Operations Managers, Facility Managers, and Rollout teams, driving collaboration, alignment, and informed decision-making throughout the project lifecycle.
  • Coordinate with M&E consultants, utility providers, and power authorities to oversee the design, capacity planning, and delivery of critical infrastructure, ensuring solutions meet technical, operational, and programme requirements.
  • Strong understanding of construction delivery, design coordination, and technical standards within complex, mission-critical environments.
  • Demonstrated ability to balance technical requirements with commercial objectives, ensuring design and construction solutions deliver optimal value and business outcomes.
  • Manage and coordinate external consultants and professional advisors, ensuring the timely delivery of high-quality design, cost, and project management services throughout the preconstruction lifecycle.
  • Strong knowledge of procurement and supply chain management, including contract negotiation and the planning of critical long-lead infrastructure and equipment required for mission-critical environments.
