This role sits within the Policy and Advocacy (P&A) Function and supports the delivery of projects and policy and advocacy activities that seek to shape the digital policy landscape. The role reports to and works closely with the Head of Policy and Advocacy.

Global Partners Digital is recruiting a Policy and Advocacy Officer to join our team. The role will support GPD’s policy and advocacy work and spans a range of responsibilities—from research and monitoring of digital policies and processes, to project management, to stakeholder engagement and to supporting GPD’s direct engagement in key digital governance processes.

We’re looking for someone with a strong interest in the impact of digital technologies on society and human rights, with excellent research skills and knowledge of the digital policy ecosystem and the actors within it. They must be comfortable working with a wide range of stakeholders – including civil society, government representatives and the private sector. Experience engaging in digital tech governance processes and knowledge of effective advocacy approaches would also be beneficial. This is a great opportunity for someone who enjoys working collaboratively in a remote team, has excellent attention to detail, and takes ownership of tasks through to completion.

Responsibilities
  • Contribute to the implementation of the work of the Policy and Advocacy Function, working closely with the Head of P&A and the P&A team.
  • Support and help coordinate GPD’s advocacy and engagement in relevant digital tech governance processes and coalitions by:
  • Contributing to the design, development and implementation of advocacy strategies, working closely with key partners and stakeholders;
  • Supporting GPD and partners’ direct engagement in digital governance processes and forums;
  • Supporting GPD’s substantive contributions to policy discussions;
  • Supporting GPD’s civil society and cross-stakeholder engagement coordination efforts, including coordination of joint statements, facilitation of stakeholder and issue-focused networks and coalitions etc.;
  • Supporting and coordinating capacity building and training activities;
  • Conduct policy analysis, research and monitoring on a range of GPD priority digital policy and human rights issues and across a range of digital governance forums and processes;
  • Manage updates and maintenance of GPD monitoring databases;
  • Contribute to GPD’s communications to maximise the impact of our policy and advocacy work, including creating content for articles, blogs, social media outputs and the GPD Digest;
  • Provide project management support to ensure the efficient, timely and impactful delivery of assigned projects, activities and deliverables, helping to achieve project outcomes and objectives. Work closely day-to-day with project teams coordinating: task management of the team, partners and stakeholders; project comms and information sharing; subgrant/supplier management; filing and data management; budgets and financial management; M&E activities and funder reporting.
  • Represent GPD and raise its profile in relevant external meetings, conferences, seminars and workshops where relevant;
  • Help to develop, manage and leverage GPD’s networks and relationships with external stakeholders including funders, partners, civil society, governments, industry, the tech community, experts and suppliers to build GPD’s external visibility and reputation;
  • Contribute to GPD’s internal learning as required, helping to make it a useful space for the team for knowledge sharing, discussion, collaboration and conduit for policy-specific expertise;
  • Deepen your own expertise on digital policy issues and processes, the digital policy ecosystem, human rights, advocacy and capacity building approaches as required;
  • Contribute to new business development and project renewals, as required, including contributing project ideas, research on potential funding opportunities, drafting project proposals and developing budgets;
  • Contribute to strategic reviews, strategy development and implementation relating to both GPD and the P&A Function as required;
  • Help to foster a positive, supportive and collaborative culture at GPD.
  • Person Specification
    • Education / Qualifications
      • An undergraduate degree or equivalent qualification in a relevant field;
      • Advanced/post graduate degree in a relevant subject or equivalent experience (desirable).
    • Experience and Knowledge
      • Minimum 2 years of relevant experience in similar role in a civil society organisation, research institution or other relevant professional context;
      • Experience conducting high quality research and analysis on digital policy and/or similar issues;
      • Demonstrable expertise in digital policy in one or more relevant for issues for GPD (new and emerging technologies, Internet governance, trust and security, platform governance);
      • Demonstrable knowledge of the digital policy ecosystem including stakeholders and relevant policy processes and forums;
      • Strong interest in human rights and the impact of digital technologies on our societies.
      • Experience engaging/advocating on digital tech governance issues and knowledge of effective advocacy approaches (desirable);
      • Experience of project managing grants and projects that are timely and impactful, including funder reporting and managing budgets (desirable);
      • Relevant networks and experience of working with a range of stakeholders including civil society, governments, the tech industry and funders (desirable);
      • Knowledge of human rights law and/or international human rights law (desirable).

      • Comfortable managing competing priorities and a fluctuating workload;

      • Strong digital literacy, for example in Google Workspace, Slack, Microsoft Office, Xero;
      • Demonstrable C1/C2 proficiency in written and spoken English;
      • Proficiency in other languages (desirable).

    Working days: Full time (32 hours per week, Monday to Thursday)

    Salary: £30,000-£40,000 pa based on experience

    Contract: 12-month fixed-term contract, initially
