We are recruiting for an experienced Process Safety Engineer to join a client-side Project Management Team (PMT) supporting a major integrated refining and petrochemical development of over $15bn. This is a high-profile pre-FEED role where you will act on behalf of the project owner, ensuring safe, efficient, and cost-effective design delivery by the engineering contractor.
A large-scale downstream development focused on:
- Mixed-feed steam cracker (olefins production)
- Refinery upgrades (hydroprocessing, residue upgrading)
- Utilities, offsites, and full site integration
Working within the PMT, you will:
- Act as the client-side process safety focal point
- Oversee and challenge engineering contractor deliverables
- Lead and participate in HAZOPs, PHAs, and risk assessments
- Ensure alignment with engineering standards, safety requirements, and project objectives
- Support development of design philosophies, specifications, and safety standards
- Drive risk-based decision making across the project
- Contribute to FEED/EPC scope definition and technical evaluations with expert knowledge of key risk evaluation techniques such as; Blast technology, Consequence Analysis, Fire Protection, Hazard identification, Risk Assessment and Management, Safety Relief design and operation, safety instrumented systems, fault trees analysis, quantitative risk assessment
Offer a broad and extensive knowledge of safety aspects of design and engineering standards, specifications, codes, and appropriate safety criteria.
Key experience:
- 15+ years’ experience in process safety engineering
- Strong client-side / operator experience (essential)
- Proven experience overseeing engineering contractor scopes
- Background in downstream refining, petrochemicals, or complex process facilities
- Expertise in: HAZOP / PHA, QRA / consequence modelling, safety systems (SIS, relief, fire & gas)
- Experience on Middle East projects or working with regional stakeholders (highly desirable)
- Ability to operate at PMT level, influencing technical and project decisions
