Global Edge are working with an IOC and global giant oil company on a major downstream project in Fife. We are currently looking for an experienced Cost/Project Controls Engineer to join their dynamic project team. This is a fantastic opportunity to work on high-value capital projects in a highly visible and impactful role.

Your Role in the Team

We’re seeking a highly skilled Cost Engineer with 8–15 years’ experience to support a diverse portfolio of capital projects. You’ll play a key role in shaping project planning and budgeting by delivering data-driven cost estimates and ensuring effective project controls—from concept through to execution.

What You’ll Be Doing

  • Develop detailed cost estimates across all project phases: concept, feasibility, and execution.
  • Analyze scope and specifications to drive cost-effective solutions.
  • Lead cost optimization and value engineering initiatives.

Cost Control & Reporting

  • Generate cost reports, forecasts, and variance analyses for project leadership.
  • Track actuals against budget baselines and flag deviations proactively.

Project Controls & Scheduling

  • Align cost estimates with project schedules and key milestones.
  • Integrate financial data with planning and controls systems.
  • Conduct cost risk assessments and recommend mitigation actions.
  • Benchmark project costs to ensure competitive delivery.
  • Support procurement teams with cost evaluations of vendor bids.
  • Assist in contract alignment with project budget expectations.

Data & Systems Management

  • Maintain and improve cost databases and estimation tools.
  • Use data analytics to enhance forecast accuracy and insights.
  • Work cross-functionally with engineering, procurement, finance, and planning teams to ensure full alignment.

What You Bring

Technical Qualifications

  • 8–15 years of experience in cost engineering, ideally within energy, oil & gas, or infrastructure.
  • Proficiency in cost tools such as AspenTech, ACCE, SAP, Oracle, and Excel.
  • Solid knowledge of project controls, forecasting, and scheduling techniques.

Analytical & Strategic Skills

  • Strong skills in data analysis and financial modelling.
  • Experience with KPI tracking, performance reporting, and scenario analysis.
  • Proven ability to identify cost-saving initiatives and lead their execution.

Soft Skills & Mobility

  • Excellent communication and stakeholder engagement.
  • Detail-oriented with strong organizational skills.
  • Exposure to project delivery environments (beyond shutdowns/turnarounds).
  • Track record on mega projects or complex capital programs.
  • Understanding of industry regulations and standards within the energy sector.
