About the Role
We are seeking a highly experienced Country Manager / Country Project Manager to lead and oversee scale projects in Libya. This is a senior leadership position responsible for driving strategic direction, ensuring operational excellence, and managing high-value, complex projects in a challenging and dynamic environment.
The ideal candidate will bring a strong background in strategic consulting, combined with hands-on delivery experience in large international projects, particularly across the MENA region.
Key Responsibilities
- Act as the senior country representative, overseeing all project, commercial, and operational activities in Libya
- Lead the end-to-end delivery of the project, ensuring alignment with strategic, financial, and operational objectives
- Develop and implement country-level strategies in coordination with executive leadership and shareholders
- Manage relationships with government entities, clients, joint venture partners, and key stakeholders
- Oversee project governance, risk management, cost control, and scheduling across multiple workstreams
- Lead, mentor, and manage multidisciplinary international and local teams
- Ensure compliance with local regulations, international standards, HSSE policies, and contractual obligations
- Provide regular reporting to headquarters on performance, risks, and strategic initiatives
Required Qualifications & Experience
- Bachelor’s degree in Urban Planning, Engineering, Urban design, Project Management (Master’s degree or MBA preferred)
- Project Management experience is mandatory, with a proven track record managing large-scale projects
- 15+ years of professional experience, including:
- Senior leadership roles on complex international projects
- Strategic consulting experience (top-tier or reputable regional/international firms strongly preferred)
- International exposure, particularly within the MENA region
