Role Overview
The Commissioning Authority (Senior CxA) oversees and ensures the safe, reliable, and compliant commissioning of mechanical and electrical systems, building control and monitoring systems and critical infrastructure—primarily within mission-critical facilities such as data centres. This role ensures that all building systems perform according to design intent, owner’s requirements, industry standards, and operational needs. The CxA leads commissioning delivery across multiple projects, provides technical oversight during all construction phases, and ensures a seamless transition from equipment delivery, through to construction and to live commissioning. Drawing from strong MEP, commissioning, and quality-assurance experience, the CxA acts as a trusted advisor to clients, design teams, and contractors.
Key Responsibilities
- Commissioning Leadership & Delivery
- Lead and manage commissioning processes from pre-design through post-occupancy, ensuring compliance with Owner’s Project Requirements (OPR), Basis of Design (BOD) and design specifications.
- Oversee functional performance testing for all mechanical, electrical, building control and monitoring systems and life safety systems.
- Review design documents, submittals, and shop drawings to ensure alignment with commissioning requirements.
- Develop commissioning strategies, programs, method statements, test scripts, and final reports.
- Conduct site surveys, progress inspections, and quality audits, reporting findings to project stakeholders.
- Client & Stakeholder Coordination
- Act as the primary commissioning interface for clients, general contractors, and design teams.
- Lead commissioning meetings, workshops, and integrated system testing (IST) coordination sessions.
- Build strong relationships and ensure clear communication regarding commissioning progress, issues, and risks.
- Team Management & Oversight
- Provide technical leadership to Commissioning Engineers and Managers and SME’s (Subject Matter Experts).
- Mentor and develop junior members of the commissioning team.
- Ensure all team members are competent, trained, and aligned with quality and safety standards.
- Quality Assurance & Compliance
- Ensure commissioning is performed in accordance with statutory, industry, and project-specific standards.
- Review installation quality and verify that systems are installed and tested to design intent.
- Implement lessons-learned processes and continuous improvement initiatives across projects.
- Health & Safety
- Drive a strong safety culture and always ensure strict adherence to site health and safety protocols.
Qualifications
- Project management qualification (e.g., Prince2) – advantageous.
- Trade apprenticeship or relevant electrical/mechanical engineering qualification - essential.
- CSCS / Safe Pass / ECS / SMSTS certification – essential.
- BEng (Hons) in Mechanical, Electrical, or Building Services Engineering – desirable.
Skills & Experience
- Extensive commissioning experience in mission-critical environments - data centres essential.
- 2-3 years’ technical experience in design, installation, and commissioning of MEP systems.
- Strong understanding of commissioning processes, integrated system testing, and quality assurance.
- Ability to develop high-quality commissioning documentation: plans, scripts, checklists, and reports.
- Excellent client-facing skills with the ability to influence and drive decisions.
- Proficient with Microsoft Office and commissioning management tools.
