We are looking for a

CIS & Payroll Administrator to join our Payroll team.

Reporting to the Payroll Manager, you will play a key role in administering the Construction Industry Scheme (CIS), processing weekly subcontractor payments, supporting payroll administration and ensuring compliance with HMRC requirements.

You will also be responsible for responding to subcontractor and employee payment queries, maintaining accurate records and supporting the smooth running of the Payroll function.

Fluency in Romanian is essential due to the high number of Romanian-speaking subcontractors and employees we support.

Responsibilities of the Role

  • Construction Industry Scheme (CIS)
  • Process weekly CIS subcontractor payments accurately and on time.
  • Verify subcontractors with HMRC and maintain accurate CIS records.
  • Calculate CIS tax deductions in accordance with HMRC regulations.
  • Prepare and issue CIS payment and deduction statements.
  • Reconcile subcontractor payments and resolve payment discrepancies.
  • Maintain accurate subcontractor records, including UTRs and verification details.
  • Liaise with subcontractors regarding invoices, CIS deductions and payment queries.
  • Support monthly HMRC CIS reporting and ensure ongoing compliance with HMRC requirements.
  • Payroll Administration
  • Assist with the end-to-end processing of payroll across multiple European entities.
  • Process payroll changes including starters, leavers, contractual changes and overtime.
  • Ensure payroll information is processed accurately and within strict deadlines.
  • Assist with payroll reconciliations and payroll reporting.
  • Maintain accurate payroll records in line with company procedures and GDPR.
  • Support the Payroll Manager with payroll projects and continuous process improvements.
  • Employee & Subcontractor Support
  • Respond to payroll and CIS-related queries in a timely and professional manner.
  • Monitor and manage the Payroll inbox.
  • Build effective working relationships with employees, subcontractors and external payroll providers.
  • Provide excellent customer service while maintaining confidentiality at all times.
  • Continuous Improvement
  • Support the Payroll Manager in identifying opportunities to improve and automate payroll and CIS processes.
  • Assist with the implementation of new payroll systems and procedures where required.
  • Contribute to maintaining efficient and compliant payroll operations.

Skills & Experience

Essential

  • Fluent in Romanian and English.
  • Previous experience in CIS administration, payroll administration or a similar role.
  • Good understanding of the UK Construction Industry Scheme (CIS).
  • Experience processing subcontractor payments.
  • Strong Microsoft Excel skills.
  • Excellent numerical accuracy and attention to detail.
  • Highly organised with the ability to manage multiple priorities and deadlines.
  • Strong communication and interpersonal skills.
  • A proactive approach and the ability to work independently as well as part of a team.

Desirable

  • Experience working within the construction industry.
  • Knowledge of PAYE payroll processes.
  • Experience using payroll software (Staffology experience would be advantageous).
  • Understanding of HMRC payroll legislation.
  • AAT qualification (or studying towards one).
