Job Purpose

As Glendale’s QHSE Compliance Officer, you will serve as the technical authority and champion for contract compliance, regulatory compliance, and sustainability across our national contract footprint. Operating from our central office in Chorley, you will divide your time between high-level oversight and on-site rigour—conducting comprehensive compliance audits across our operational green services contracts throughout the UK.

This role requires a unique balance of sharp technical detail, robust governance, and authentic personal gravitas. You will be directly responsible for identifying risk, enforcing statutory standards (including ISO 14001, waste management regulations, and quality goals), and influencing senior leadership, sub-contractors, and operational teams to embed an unflinching culture of compliance.

Key Responsibilities & Accountabilities

  • National Compliance Auditing & Monitoring

Plan, execute, and evaluate regular on-site compliance audits across all national operational contracts. Assess operational compliance against statutory legislation, Glendale policies, and client contracts/SLAs. Produce precise, high-quality, evidence-backed audit reports featuring clear root-cause analyses, risk-weighted findings, and realistic corrective action plans (CAPs). Monitor post-audit corrective actions to ensure timely, robust close-out by contract management teams.

  • Governance, Risk Management & Technical Advisory

Serve as or alternatively develop to be the central subject matter expert on relevant contract law, waste management, and QHSE risk mitigation. Command immediate respect and authority (gravitas) during site visits, enabling you to challenge unsafe practices, stop non-compliant operations when necessary, and hold internal and external stakeholders to account. Maintain a live risk register, tracking legislative updates and ensuring business practices adapt proactively rather than reactively. Support the response to external regulatory body inspections (e.g., Environment Agency, HSE) and assist with board-level reporting.

  • Stakeholder Communication & Engagement

Deliver exceptionally clear, authoritative written and verbal communications to bridge the gap between complex legal mandates and practical site operations. Lead engaging debriefs with Contract Managers, Directors, and client partners, translating complex audit data into actionable business insight. Draft high-level compliance summaries and executive presentations for the Senior Leadership Team. Create and cascade environmental training modules, standard operating procedures (SOPs), and toolbox talks to upskill operational staff.

Person Specification: Experience, Skills & Attributes

  • Essential Qualifications & Experience

Proven background in QHSE management, auditing, or compliance assurance (preferably within services, facilities management, or regulated service contracts). Hold a relevant qualification (e.g., NEBOSH Environmental Certificate). ISO 14001 Lead or Internal Auditor certification. Knowledge of UK H&S legislation, waste regulations, and sustainability metrics. Valid UK Driving Licence and full willingness to undertake regular travel with overnight stays across the country.

  • Core Competencies

Commanding Gravitas: Ability to project credibility and confidence under pressure. You bring an unshakeable standards-first mindset that instils trust among senior directors while commanding respect from on-the-ground operational teams. Meticulous Attention to Detail: An analytical eye that spots discrepancies others miss—whether reviewing complex waste transfer notes, analysing QHSE risk/impact registers, or identifying subtle physical non-compliance risks during site walks. Exceptional Communication Skills: Highly developed written reporting capacity capable of turning raw compliance data into concise, executive-ready documentation. A persuasive verbal communicator who can negotiate corrective actions effectively without damaging client or team relationships.
