We are searching for a framework manager to our Built Asset Solutions team to play a key role in the management and success of a major central government commission. Supporting the Programme Director, Technical Leads, and individual project leads across the programme, you will provide a distinct role ensuring contract compliance, commercial protection, control & support to Technical delivery leads and teams. With approximately 150 sites and multiple Technical Leads operating across a large portfolio, task orders being instructed through CEMAR and stringent quarterly KPI tracking, this role provides the controls and co‑ordination that keep the programme operating as a coherent, commercially sound framework appointment. You will be an essential point of communication to the Programme Director and Technical Leads for accurate programme and commercial information, responsible for framework level coordination, guidance and support to project leads.
Key areas of responsibility will include:
- Programme reporting and controls support
- Commercial and contractual support
- Support to the Programme Director
- Support to Investment Technical Leads and project leads
- Contractual compliance and framework governance
You will be accountable for ensuring:
- Programme Director and Technical Leads have accurate, timely programme and commercial information at all times
- KPI Monitoring Reports are submitted on time every quarter with no automatic RED scores from missed deadlines
- Task order, compensation event and CEMAR administration is disciplined and current
- Commercial risks are identified early and escalated in a structured, well‑evidenced way
- Individual project leads are consistently supported and co‑ordinated across the investment portfolio

Who we’re looking for
Experience, Knowledge and Key Skills:
Experience
- Experience in programme controls, commercial management, project controls or a similar professional service or built environment support role
- Experience of maintaining complex reporting, tracking and assurance processes across multiple live workstreams
- Experience of supporting commercial and contractual processes — change control, cost tracking, invoice management or similar
- Experience of working within or alongside project delivery teams in a construction, property, estates or professional services environment
Knowledge
- Good working knowledge of programme controls, commercial management and reporting disciplines
- Practical understanding of NEC contracts, task order processes and compensation events — or demonstrated willingness to develop this rapidly
- Awareness of KPI frameworks and the consequences of missed reporting obligations in a government procurement context
- Good working knowledge of Microsoft Office tools, particularly Excel, Word and PowerPoint
Skills and behaviours
- Exceptional organisational skills — able to track multiple obligations and deadlines without losing grip
- Strong written communication — clear, accurate and well‑structured reports, papers and correspondence
- Proactive and self‑managing — takes ownership of deadlines and obligations without needing to be chased

- Strong attention to detail in reporting, commercial records and contractual compliance
Desirable
- Experience working on a CCS framework appointment or similar government procurement vehicle
- Familiarity with NEC4 PSC contracts and CEMAR administration
- Relevant professional qualification in project management, commercial management or a related discipline (APM, RICS, CIOB or equivalent)
- Experience working within a multi‑disciplinary or joint‑venture team structure
Qualifications
Degree or equivalent experience in project management, commercial management, quantity surveying, construction, real estate or a related field preferred. A relevant professional qualification (APM PMQ, MRICS, MCIOB or equivalent) is advantageous.
